To
Provide for Economic Standards and to amend the Constitution.
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Economic Standards Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: Sen. Nacholebraa

2 - Reasons
(1) This Act will form a consolidated law of standards for economic law.
(2) This bill has too many working parts to include in what has been removed, changed, added, etc. There were minor changes to wording and format, which I encourage people to cross-check with the constitution and the below acts of Congress. Where necessary, use a text comparator as well.
3 - Consolidation
The following Acts of Congress will be rescinded:
(a) Commission Expansion Act of 2021 (Link)

(c) Wages Act (Link)
(d) AE Build Back Stronger Act (Link)
(e) Perm Banned Players Asset Seizure Act (Link)
(f) Non-Profit Act (Link)
4. Government Wages
(1) Principles.
(a) Apolitical. Salary adjustments must be based on objective factors such as relative workload, fair remuneration, and demand. Salaries must not be withheld for political advantage.
(b) Comparative. Comparable work performed across the public service must receive comparable levels of remuneration.
(c) Performance-Based. Supplementary payments may only be issued where they are supported by demonstrable work or contribution. Bonuses greater than $3000 shall not be granted as routine practice, without justification, nor for purposes unrelated to the performance of duties.
(2) Definitions.
(a) Salary. The amount of money per 15 minute interval of active playtime that an individual receives from the Government (external to appropriations).
(b) Active Playtime. As defined by Staff.
(c) Bonus. A one-time supplementary payment for performance or contribution beyond ordinary duties. It must not be routine or guaranteed.
(d) Commission. A supplementary payment associated with the completion or outcome of specific work.
(3) Pay Scales
(a) The following pay scales establish a basic legislative framework outlining responsibilities associated with each salary level to inform positional assignment.
(b) Non-cabinet Executive positions and any other position not assigned by Congress In this act are assigned by Presidential Executive Order to levels 0 and 4 through 8.
(c) Assignment of positions to salary levels may be raised or lowered outside of the responsibility descriptor when taking into account required in-game activity, relative workload compared to other public service positions, leadership and institutional responsibilities, necessary skills, demand, receipt of commission, and the level of public scrutiny.

(4) Salary Guide
(a) The Department of Education will maintain a guide on the wiki called 'Government Pay' that will list Government Salary Levels and their associated occupations as assigned by Congress and Executive Order.
(5) Commission
(a) Issued at the following rates from the Department/Branch Budget, or as otherwise provided within executive department policy within the Executive beyond these commissions.

(b) Department Categories. Categories (A, B ,C) are assigned by the President to each Department via Executive Order. Secretaries and Deputy Secretaries accrue loading at the defined rate according to the category of their Department. These categories are assigned with consideration to required in-game activity, relative workload compared to other public service positions, leadership and institutional responsibilities, necessary skills, and the level of public scrutiny that the department attracts.
5 - Deported Player Assets
(1) Financial Assets:
(a) All money/funds remaining in a permanently deported/banned player's balance, along with the entire balances of all unincorporated businesses solely owned by the player, will be transferred to the government balance via a prune by the Department of Commerce.
(b) The unincorporated business(s) solely owned by the permanently deported/banned player shall be de-registered from /db.
(c) Any creditors of the permanently deported/banned player and/or any unincorporated business owned by that player may open a ticket with the Department of Commerce. Upon validation of the debts owed to the creditor, the Department of Commerce shall use the pruned funds to pay off the balance of the debt, not exceeding the amount pruned from the corresponding player and/or business.
(2) Property/Plots:
(a) Any properties (plots) owned by a permanently deported/banned player, including Structures of Historical Significance, shall be evicted in accordance with the regulations established by the Department of Construction and Transportation.
(i) Permanently deported/banned players require no notice and can be evicted immediately.
