The Office of Congressional Affairs​

OPEN POSITIONS
We are right now looking for a number of people to fill the following positions:
- Clerk
- Draftsman

CLERK
Clerks are vital to congressional operations and manage all of the admin work that needs to be done in order to comply with existing laws and ensure the smooth running of the Office. The only requirements are to have a linked forums account and Discord!

Some of the duties of a clerk include:
- Making all necessary changes to the law, in accordance with amendments
- Assist the Speaker and the President of the Senate with their administrative duties
- Assist with the Management of the Office of Congressional Affairs

DRAFTSMAN
Draftsmen are in charge of helping members of congress draft bills, give impartial advice and research on matters of policy. The only requirement is to have Discord. While you are supposed to give impartial advice, you being in a party does not exclude or limit your allowed ability to serve in this if you can remain impartial.

Some of the duties of the Congressional Draftsmen include:
- Helping Congress on bill drafting
- Helping Congress on policy
- Advicing Congress on what it can do, and how.

What can you bring to the role: I would bring a fresh and unbiased perspective, I am applying for this job in order to solely preform the task, not to benefit any party or politician. I would love to faithfully perform the duties of this office in order to help the legislative process of Redmont function smoothly! Additionally, I plan to take this job very seriously, and will endeavor to make sure that the administrative duties are performed efficiently in order for congress to be able to do their jobs!

What tasks are you looking forward to do: I would look forward to working on administrative duties as well as amending laws as consistent with what Congress passes, I would love to gain experience with reading bills and laws, and this seems like a great way to be exposed to the current laws being passed, something very pertinent for someone in the legal profession!

Additional Information: While I know that I am a relatively new player, joining within the last 2 months, I believe that I am very eager and able to take up this job! And this serves as a way for me to become engaged with the server at a lower level!

What tasks are you looking forward to do: I am particularly interested in working to maintain and update the legal codes and acts as bills and amendments are passed into law. I'm also eager to assist the presiding officers directly with their administrative duties to help ensure a smooth and efficient legislative process for everyone involved.

What can you bring to the role: As a former Clerk, Press Assistant, Speaker, and President of the Senate, I have experience with various tasks within Congress. Examples include posting signed bill updates with short summaries, pinging people to vote, setting up in-game meetings for swearing-in ceremonies or bill discussions, writing Records of Motion for Congressional Transparency, and writing and discussing legislation. (I haven't exactly been involved in the political scene for a few years, so I'm sure procedures are different, but I'm eager to see how things have changed over the years and learn some new skills.)
I can assist the Speaker and President of the Senate with various affairs such as pinging congresspeople, helping Representatives with bill formatting, writing announcements or posts as necessary, and collaborating with others within the Office of Congressional Affairs.
What tasks are you looking forward to do: Mass pinging people! (Generally looking forward to helping out however possible as all the tasks listed seem pretty fun.)

What can you bring to the role: A fresh set of perspectives, alongside the ability to work with the rest of the OCA as an active and well-coherent team. During my time as a Judicial Clerk, my ability to do clerical duties has been shown in full force, maintaining a fully functional judicial system by my lonesome [with some help from the magistrates, who handle their own dockets against my will.] I bring a wealth of experience and cooperation to the role.
What tasks are you looking forward to do: One thing that tends to get lost alot in congress is numeration and clarity [poor grammar, etc], I want to be able to go through our small backlog of recently added bills [for example, the CCA.] and help with numeration fixes, alongside helping new bill drafts be easily readable, coherent, and digestible.
Additional Information: I am unable to get to a computer until the first week of November. I have been able to complete in-game tasks using my Steam Deck, but it is rather cumbersome, and I would prefer not to if available. I know most clerical tasks aren't in-game, so it should not affect things too much.

What can you bring to the role: I am usually quite active and I usually look over what Congress does, so I can get things done relatively quickly. I can work well in teams and I can follow directions easily. I'm good at keeping my stuff organized so if I need to do a lot of stuff I can keep track of what I need to get done and I can get it done. I have familiarized myself with Redmont's laws so I know a bit of what happens with Congress getting laws through and I know what to amend.
What tasks are you looking forward to do: I am very much looking forward to helping out with Congressional duties and helping keep Redmont's laws up to date and accurate! I like doing administrative stuff, so I am looking forward to assisting Congressional leadership with their tasks, and I am looking forward to, in case I get hired, to make the Constitution say that it has STV because right now it still says SNTV!
Additional Information: I think I am a good pick for this because I can get things done, I like helping people out, I can work well with others, and I want to keep the law up to date!

I could really help in this role by using my knowledge in administrative tasks by using tools well like discord or text management tools. I am determinated to help the congress team and wish to be involved in updating the law, guides or workspaces, as I hate unclean and outdated documents or forums. I could also help Congress People on everyday administrative tasks or redaction for speeches or such.

Press Assistant
I could really be useful in this role, as I really love the effective communication. I know how to use words well to do announcements or communicate with people, and I could also help on organizing press conferences and Congress Events. I can really add ponctuality and interest in congress announcements and communications.

What tasks would you be interested in:

Clerk
I would love to keep the forums and guides updated and help in administrative tasks for congress. Though I don’t have great knowledge of the law and law system, I could help in any other task like helping text redaction, or administrative upkeep.

Press Assistant
I would love to help organizing conferences and hearings or such events, and help coordinating them when they occur. I could also add a lot to congress roleplay during those events :D
On the announcements side, I would love to keep the citizens up to date on new acts and resolutions made by congress. I would also communicate all events accordingly !

PRESS ASSISTANT
The Press Assistant operates the congressional press operations and other similar work to ensure that the public remains informed on congressional matters. Similarly to the Clerk, the only requirement is to have Discord!

- Assist the Presiding Officers in setting up Congressional Press Conferences
- Managing and creating Congressional Transparency Reports

I like reading about laws and seeing how the government works on the server. I think making bills is interesting because you have to take an idea and turn it into something people can actually understand. I also pay attention to details and like learning new things.

I would like to help with drafting bills and looking over proposals. I enjoy researching things when I am interested in them, and I think it would be cool to help Congress make better legislation.

What I can bring to the roll?

I am interested in writing about law, researching for historical background sections, and reviewing of contracts. I specialize in Constitutional Law. If I assisted in writing bills, then I would help as much as I could, attempting to write concisely and get the point across while not sounding too elegant, but still writing in the legal style. I am currently a Barrister and work at a law firm at building c612.

I look forward to assisting anyway that I can with writing bills into law. I would love to help anyway that I can in the future for the government.

I write legal documents for fun in real life, and I plan to continue that while helping as much as I can on this server. I have only been a part of DemocracyCraft for about 4 days, but I still think that I can make a small difference with this roll. I am most looking forward to working directly with members of Congress on drafting bills, as I find the process of translating legislative intent into clear, precise language genuinely compelling. I am also eager to assist with policy research and provide impartial advice on matters brought before Congress. Helping legislators understand what Congress can do and how to do it effectively is something I take seriously, and I hope to serve as a reliable and knowledgeable resource in that regard. Overall, I am excited to play a supportive role in making the legislative process as smooth and effective as possible.

What can you bring to the role:
I have experience with constitutional law in a mock trial setting, and I would be excited to be able to learn more about this system and assist Congress in performing its duties. I also find being a draftsman somewhat of an honor because I would get to directly affect citizens positively.

What tasks are you looking forward to doing:
While drafting bills is a highlight, I find the analysis and research aspect more appealing. I find it enjoyable to dig and search for answers to questions that may not be known off the top of my head.

What can you bring to the role: I believe the new view of players giving advice to Congress, the enjoyment of writing long documents, mainly bills. I look forward to learning more about Congress, and how the OCA works.
What tasks are you looking forward to do: Writing Bills for Congress, large lengthy indepth documents are something I quite enjoy, and I hope I can make a significant change through that, as well as the experience I will gain.

At most 200 words: With the recent new player wave, resulting in most players remaining under this bracket, compared to the previous total, the government would be unable to collect debt on the majority, resulting in higher taxes for the rich, which would encourage much more tax avoidance, or evasion, and result in a higher total debt for the government, which is already an issue.
Additional Information: Yeh, my PC is broken, and I don’t know when I’ll get it back. Discord activity is quite exceptional, and I’ve been running a news company purely on Discord. I have a lot to learn still, but I’m very willing.

What can you bring to the role: I want to understand DC's political system better by becoming a draftman. I have some experience in StateCraft politics before but I want to improve my skills further. I have written a policy proposal before for the Labour Party while working as the Secretary-General.
What tasks are you looking forward to do: I am excited to research on topics I find that help out or impact the Redmontian citizen in a positive manner. I'm interested to learn and study alongside members of congress to help improve the quality of lives everyday in DC.

Setting the tax-free bracket at such a rate would cause a deficit in government funding, limiting their spending on multiple departments. This could benefit middle class players, but only in short term as raising the tax-free bracket to near $30000 in the long term will have massive effects, such as wealth being redistributed downwards, forcing the government to increase the tax rate percentage to higher-income citizens or increasing consumption taxes, and most likely causing imbalance in the economy resulting in a catastrophic revenue loss for the entire government.

Changing the tax-free bracket to $0-$29999,99 would significantly reduce the money brought in and harm the economy in significant ways. Due to the many ways taxes can already be avoided, the government already does not see very much income from balance taxes. There are currently only 136 account eligible for balance taxes according to the Economy Explorer, and raising the tax-free bracket to $29999,99 would reduce that to just 27. This extreme cut to government revenue could result in cuts to the already struggling trade payments and would almost certainly require new revenue sources to be found. In addition, the loosening of tax rates would reduce the need for high-income players to invest in the server's economy or deposit their money in banks. While this could drive down the highly inflated real estate market, it would also shrink the finance, development, and art sectors’ demand since players have less of an incentive to own assets over having a higher balance.

Setting the tax free bracket to approximately 30000 would bring in more revenue and allow for more things to be funded. This would cause a few issues the main one being that banks would likely be used by more people to avoid the now new tax from 30000,00 to 49999,99. Although in the end it might cause an increase in total revenue, an additional tax on banks would be needed for this to be fully effective.

I'm resilient, so once I'm given a task I will make sure it's done. I can bring ideas as a new player and can make sure everything gets done quickly. I know how congressional bills and acts work, so I can quickly and easily make the necessary changes when an Amendment passes.

What tasks are you looking forward to do?
I'm looking forward to getting to know our Congress members, and learn from them. I'm also excited to help better my organizational skills. I'm also excited to learn more about the law and some laws that I don't know about when I make the needed changes.

What can you bring to the role: Currently practicing as counsel at Summit Law Firm on the server

What tasks are you looking forward to doing: Bill drafting mainly, taking a Congressman's idea and turning it into wording that actually holds up when it's tested in a real case, and catching the flaws before they cause problems down the line.

(Exclusive for draftsmen) Optional analysis setting the tax-free bracket at $0–$29,999.99:

Raising the tax free threshold to just under $30,000 would remove tax liability entirely for lower earners, shifting the tax burden further up the income scale. For residents earning below this line, pay increases immediately, which could ease cost of living pressure and encourage spending within the server economy.

The trade off will be on the revenue side. Government income drawn from taxation would shrink proportionally to however many residents currently fall under $30,000 in earnings the size of that impact depends entirely on the current income distribution, which would need to be checked against treasury records before this is passed. According to economy explorer a large share of the population sits under this threshold, thus the treasury could see a massive funding gap, which would need to be offset elsewhere (higher brackets above the threshold, spending cuts, or alternate revenue).

A hard cutoff at $30,000 creates an incentives for residents especially near that line to either put their money in banks or to use it to purchase properties.

The net effect will depend heavily on current income spread and whether Congress intends to recoup lost revenue elsewhere.
