COMPLAINT
The Plaintiff complains against the Defendant as follows:
WRITTEN STATEMENT FROM THE PLAINTIFF
On 17 October 2025, at approximately 18:47 UTC+1, I was lawfully imprisoned for a 10-minute sentence following my arrest for murder. At approximately 18:49 UTC+1, I suffered an accidental fall within the prison that resulted in broken legs. For the next 8 minutes, I was subjected to continuous physical suffering with no ability to seek medical treatment. Despite my repeated pleas asking if there was a hospital in prison and begging for medical help, I was informed that no such facility exists.
Due to my significantly smaller stature, the broken legs posed an extreme health risk. The slowness effect and physical pain caused me to die three separate times during my imprisonment, only to respawn back in prison still suffering from broken legs. I was left completely helpless and unable to access the "national health system" that every other citizen of Redmont can freely access.

II. FACTS
1. On 17 October 2025, at approximately 18:47:21 UTC+1, Plaintiff was lawfully arrested and imprisoned for a 10-minute sentence. (P-001)2. At approximately 18:49:53 UTC+1, Plaintiff suffered an accidental fall within the prison facility (Revcatraz), resulting in broken legs. (P-001)
3. Plaintiff's legs remained broken for the duration of incarceration, causing continuous slowness effects and physical suffering. (P-001, P-002)
4. Plaintiff possesses only 4 hearts of health, compared to the standard 10 hearts possessed by average players. (P-003)
5. At 18:50:28 UTC+1, Plaintiff asked in global chat, "is there no hospital in prison." (P-001)
6. At 18:50:53 UTC+1, Plaintiff stated, "so there's no way for me to seek medical help." (P-001)
7. At 18:50:58 UTC+1, Plaintiff stated, "even after breaking my legs." (P-001)
8. At 18:51:21 UTC+1, Plaintiff stated "but everyone should have access to basic medical care" and at 18:51:23 UTC+1 added "even prisoners." (P-001)
9. At 18:53:07 UTC+1, Plaintiff stated, "I am really suffering from broken legs." (P-001)
10. At 18:53:13 UTC+1, Plaintiff stated, "I'm only small and it greatly affects me." (P-001)
11. Due to the broken legs and Plaintiff's reduced health, Plaintiff died three separate times during incarceration: at 18:50:19, 18:53:18, and 18:57:10 UTC+1. (P-001)
12. Each time Plaintiff died, Plaintiff respawned back in prison, still suffering from broken legs with no ability to obtain treatment. (P-001)
13. Revcatraz contains no medical facility, clinic, hospital, or any means for prisoners to receive medical treatment. (P-001, P-004)
14. Upon release from prison at 18:57:19 UTC+1, Plaintiff immediately sought medical help at 18:57:38 UTC+1. (P-001)
15. Plaintiff received medical treatment within approximately 90 seconds of being released, proving the care was readily available but inaccessible to prisoners. (P-001)
16. The Executive Standards Act, Section 12(1)(a) charges the Department of Health with "Maintenance and upkeep of the national health system."
17. The National Health Service Act establishes automatic Medicare coverage for all patients treated at hospitals and clinics.
18. The Department of Health operates multiple hospitals and clinics throughout Redmont, accessible to all free citizens. (P-005)
19. Around June 2024, Congress passed the Reveille Prison Clinic Resolution, a non-binding resolution requesting that "The Department of Construction and Transportation shall oversee the construction of a clinic in the Reveille Prison" and that "The Department of Health shall maintain the clinic's function." (P-004)
20. The Reveille Prison Clinic Resolution explicitly noted "There is currently no way for prisoners to receive medical treatment" as the reason for the resolution. (P-004)
21. Despite the Reveille Prison Clinic Resolution, no prison medical facility has been constructed or made operational. (P-001, P-004)
22. Plaintiff suffered continuous physical pain, slowness effects, and repeated deaths for approximately 8 minutes (from approximately 18:49:53 to 18:57:19 UTC+1) with zero ability to access medical care. (P-001, P-002)
III. CLAIMS FOR RELIEF
1. Deprivation of Security
The Defendant's systematic denial of all medical care to prisoners violated Plaintiff's constitutional rights. Section 32(14) of the Constitution states:When the government incarcerates a citizen, it assumes complete control over that person's welfare and removes their ability to seek medical care independently. This creates an affirmative constitutional duty to provide necessary medical care. By operating a prison with zero medical facilities or means to treat injuries, the Defendant deprived Plaintiff of security of person."Every citizen has the right to life, liberty, and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice."
Plaintiff's broken legs caused continuous physical suffering and repeated deaths in such a short timeframe, given Plaintiff's reduced health capacity (4 hearts vs. 10 hearts normal). This was not a mere inconvenience - it was forced physical torture, as Plaintiff was trapped with no ability to escape the suffering or seek relief.
The principles of fundamental justice cannot permit a government to imprison citizens while simultaneously denying them access to basic medical care that is freely available to all other citizens. This creates a two-tiered citizenship system where prisoners are stripped of their fundamental right to security of person without any constitutional justification. The Constitution permits deprivation of liberty through imprisonment, but it does not permit deprivation of security of person through the deliberate withholding of necessary medical treatment.
2. Breach of Statutory Duty
The Executive Standards Act, Section 12, establishes the Department of Health's primary responsibilities:The term "national health system" must encompass all areas of Redmont, including its prisons. A "national" system cannot exclude an entire category of citizens based on their social status. The Department of Health operates multiple hospitals and clinics throughout Redmont, yet has completely failed to establish any medical facility within the prison system."(a) Maintenance and upkeep of the national health system."
This is not a case of inadequate care - it is a case of zero care. The complete absence of any prison medical infrastructure constitutes a total breach of the Department's statutory duty to maintain "the national health system." The National Health Service Act further establishes that all health services provided by the DOH are covered by Medicare, demonstrating the government's commitment to universal healthcare - except, apparently, for prisoners...
The Reveille Prison Clinic Resolution proves that Congress recognised this exact problem and explicitly requested that prison medical facilities be created. Yet the Department of Health has taken no action despite clear legislative intent. This willful inaction in the face of known need constitutes a breach of statutory duty.
3. Denial of Equal Protection Under Law
Section 32(13) of the Constitution guarantees:The Department of Health provides comprehensive medical care to all free citizens through hospitals and clinics covered by Medicare. However, prisoners - who are still citizens - are entirely excluded from this system based solely on their status as incarcerated individuals. This creates unfair discrimination based on social status."Every citizen is equal before and under the law and has the right to equal protection and equal benefit of the law without unfair discrimination and, in particular, without unfair discrimination based on political belief or social status."
Prisoners do not forfeit their citizenship or their constitutional rights upon incarceration. While the government may lawfully restrict liberty through imprisonment, it cannot lawfully deny equal protection of laws that safeguard basic welfare. Every other citizen can walk into a hospital and receive free treatment under Medicare. Prisoners cannot, not because they are denied Medicare coverage, but because no medical facilities exist for them at all. This systematic exclusion from the "national health system" based on prisoner status violates the constitutional guarantee of equal protection. The government cannot claim to operate a universal healthcare system while deliberately excluding an entire class of citizens.
4. Loss of Enjoyment
The Legal Damages Act, Section 7(1)(a)(III) defines Loss of Enjoyment as:The Defendant's conduct has fundamentally diminished Plaintiff's ability to engage with Redmont:"Situations in which an injured party loses, or has diminished, their ability to engage in certain activities in the way that the injured party did before the harm."
- Plaintiff now fears imprisonment because of the illegitimate risk of being denied medical care for any injury that might occur
- Plaintiff cannot engage in normal gameplay activities without the constant anxiety that any accident requiring medical attention could result in torture-like conditions if arrested
- Plaintiff's small stature (4 hearts) makes any injury potentially life-threatening, and knowing that imprisonment equals denial of medical care has created constant anxiety
- The trauma of dying three times while begging for help has created a lasting psychological impact on Plaintiff's enjoyment of Redmont
5. Humiliation
The Legal Damages Act, Section 7(1)(a)(I) defines Humiliation as:Plaintiff suffered severe public humiliation:"Situations in which a person has been disgraced, belittled or made to look foolish."
- Plaintiff's desperate pleas for medical help were broadcast in global chat for all players to see (P-001)
- Multiple players witnessed Plaintiff begging, "is there any doctor who will treat me out of kindness" and stating "I am really suffering from broken legs"
- Other players, including government officials, mocked or dismissed Plaintiff's suffering ("roryyy_" - the current Secretary for the Department of Homeland Security - responded mockingly with "L" multiple times)
- Plaintiff was made to look foolish and powerless, reduced to begging in public chat for care that should have been automatically provided
- The small size that Plaintiff explicitly mentioned in chat ("I'm only small and it greatly affects me") became a source of public vulnerability and humiliation
6. Outrageous Conduct
The Legal Damages Act, Section 5(1)(a) defines Punitive Damages as:The Supreme Court established in Lightiago v. FuriousPaladin [2023] SCR 20, binding precedent that this Court must follow, that conduct is "outrageous" when it is "completely indecent, totally atrocious, and fully intolerable in a civilized community.""damages awarded against a person to punish them for their outrageous conduct and to deter them and others like them from similar conduct in the future..."
The Defendant's conduct unquestionably meets this standard:
- Operating a prison system with zero medical facilities while simultaneously operating a comprehensive "national health system" for free citizens is completely indecent. The government provides free Medicare-covered healthcare to all citizens—except the most vulnerable population, who cannot seek care independently. This deliberate two-tiered system is indecent.
- Forcing a citizen with only 4 hearts of health to suffer with broken legs for 8 minutes, dying three times, while that citizen publicly begs for help, is totally atrocious. The government had full knowledge of the problem (the Reveille Prison Clinic Resolution proves this), yet took no action. This knowing indifference to suffering is atrocious.
- No civilised community can tolerate a government that imprisons citizens while denying them all access to medical care for injuries suffered during incarceration. The fact that medical care was provided within 90 seconds of release proves this was not a resource problem - it was a deliberate policy choice. A civilised community WOULD NOT tolerate government-sanctioned torture through medical neglect.
- The Defendant is the government, with a statutory duty to provide healthcare
- The Defendant operates a comprehensive healthcare system, but deliberately excludes prisoners
- The Defendant was explicitly warned by Congress through the Reveille Prison Clinic Resolution
- The Defendant's conduct affects not just the Plaintiff but every prisoner in Redmont
- The vulnerability of prisoners (unable to seek independent care) makes the misconduct more severe
IV. PRAYER FOR RELIEF
The Plaintiff respectfully requests that this Honourable Court grant the following:1. $20,000 in Consequential Damages for Loss of Enjoyment in Redmont, pursuant to Legal Damages Act Section 7(1)(a)(III).
2. $20,000 in Consequential Damages for Humiliation, pursuant to Legal Damages Act Section 7(1)(a)(I).
3. $100,000 in Punitive Damages for the Defendant's outrageous conduct in systematically denying medical care, not just to the Plaintiff, but ALL previously incarcerated individuals, despite their statutory duty and constitutional obligations, pursuant to Legal Damages Act Section 5.
4. A Permanent Injunction ordering the Department of Health to facilitate the construction and operation of medical facilities within Revcatraz, providing the same access to healthcare as normal citizens.
5. 30% legal fees pursuant to Legal Damages Act, Section 9.

Build a clinic in the Reveille Prison.
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress, do hereby formally enact this non-binding resolution, as a request to our Government:

IN THE FEDERAL COURT OF THE COMMONWEALTH OF REDMONT
MOTION FOR EMERGENCY INJUNCTION
The Plaintiff respectfully requests that this Court issue an emergency injunction requiring the Department of Health to provide immediate medical treatment to all prisoners who request it, until such time as a permanent medical facility is established within Revcatraz.
Every day this Court delays, prisoners will continue to suffer constitutional violations identical to those experienced by the Plaintiff. The harm is immediate, ongoing, and irreparable - prisoners with physical injuries, diseases, or other medical conditions are currently being denied all access to the "national health system" in violation of their constitutional rights to security of person and equal protection under law.
