Executive Order 67/26 - November 2026 Executive Order Cleanup

By the authority vested in me by the Redmont Constitution
I, Anton Fontaine, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

Whereas, a "President may issue and revoke Executive Orders to ensure good governance of the server" (Const. 24(5));

Whereas, an Executive Order may only exercise powers expressly granted to the Executive, and the creation of funds, the spending of public money and the establishment of new offices are matters for Congress;

Whereas, every Executive Order in force has been reviewed against the Constitution, the statutes of the Commonwealth and the other Orders in force, following the example set by Executive Order 47/26 that the record be reviewed openly with reasons given;

Whereas, a number of Orders in force conflict with the Constitution or with statute, commit public money that Congress has never appropriated, or concern places, offices and nations that no longer exist;

Whereas, the Town of Willow is now a Town under the Constitution and governs itself, so that the Orders establishing and administering the former Willow District no longer have any proper function;

Whereas, the Orders addressed here are revoked without disrespect to the administrations that issued them, and nothing in this Order is intended to undo a pardon already given, an honour already conferred, or anything lawfully done in the past;

Whereas, certain Orders that remain in force contain errors and gaps that are best corrected now;

Section 1. Purpose and Intent

1. The purposes of this Order are:
a. to revoke Executive Orders that exceed the authority of the Executive or conflict with the Constitution or with statute;
b. to revoke Executive Orders that are obsolete or spent;
c. to correct errors and fill gaps in Executive Orders that remain in force; and
d. to perform general cleanup of the executive record.

Section 2. Revocation of Orders Exceeding Executive Authority

1. The following Executive Orders are hereby revoked in their entirety:
a. Executive Order 07/21 - Jurisdiction of Law, which claims federal jurisdiction over the Wilderness contrary to Part I §4(A) of the Wilderness and Alexandria Act, and over a capital that no longer exists, the jurisdiction of Towns now being set by Part IV of the Constitution;
b. Executive Order 23/25 - Willow District, which declares Willow a federal District separate from any Town and permits three farm plots per player, contrary to Const. 32(1)(c) and §17 of the Property Standards Act;
c. Executive Order 29/24 - Agricultural Stockpiles Initiative, which commits public money to purchases that Congress has never appropriated, and limits the removal of officers who serve at the pleasure of the President;
d. Executive Order 31/24 - Military Reserves, which commits public money to purchases that Congress has never appropriated, the Armed Forces now being governed by the Armed Forces of the Commonwealth of Redmont Act;
e. Executive Order 35/24 - Establishment of the National Welfare Office, which creates an office and a fund and pays benefits without any appropriation, contrary to the aim of §2(2) of the Universal Basic Income Act.

Section 3. Revocation of Obsolete and Spent Orders

1. The following Executive Orders are hereby revoked in their entirety:
a. Executive Order 02/26 - Willow Advisory Committee, the Town of Willow now governing itself through its own Commission under Const. 32(5);
b. Executive Order 53/26 - Administration of the Willow Agricultural District, which expired under §12(3) of Executive Order 57/26 upon the dissolution of the Board, and is revoked to clear the record;
c. Executive Order 22/22 - Graveyard Landscaper, the management of public land being a duty of the Departments under §§11 and 13 of the Executive Standards Act;
d. Executive Order 47/22 - Reinstating order in the Commonwealth, which ended a 2022 state of emergency and a war with nations no longer recognised under Part I §4(C) of the Wilderness and Alexandria Act;
e. Executive Order 16/24 - Rexit, a completed withdrawal from an organisation no longer recognised;
f. Executive Order 36/24 - Recognition of Oakridge's Cultural Excellence, a completed recognition with no continuing effect.

2. Section 5(4) of Executive Order 57/26, which refers to Section 12 of Executive Order 53/26, applied only to the first Willow Commission election, which has been held, and is spent.

Section 4. Corrections to Orders in Force

A designation ceases to have effect when a National Symbol of the same kind is chosen under this Section."

5. Executive Order 55/26. Section 3 (Spending Within Appropriations) of Executive Order 55/26 - Fiscal Responsibility and Spending Discipline is hereby repealed.

Section 5. Savings

1. The revocation of any Executive Order by this Order does not:
a. undo any pardon or reprieve granted for a charge brought, or conduct committed, before this Order takes effect;
b. withdraw any order, honour, award or commendation already conferred, which remain recognised under §9 of the Honours and Awards Act;
c. affect any payment made, appointment made, election held, or other thing lawfully done under the revoked Order before this Order takes effect; or
d. revive any Executive Order or provision that the revoked Order itself repealed or replaced.

2. Nothing in this Order reopens any charge or proceeding, and nothing in it shall be read as permitting a person to be tried again for conduct already pardoned.

3. Nothing in this Order appropriates any spending.

Section 6. Implementation

1. This Executive Order shall take effect immediately upon its signing.
