Executive Order 53/26 - Administration of the Willow Agricultural District​

By the authority vested in me by the Redmont Constitution

I, Theory Fontaine, President of the Commonwealth of Redmont, do declare the following under this Executive Order:​

Whereas, a "President may issue and revoke Executive Orders to ensure good governance of the server" (Const. 24(5)).

Whereas, Section 29(1)(b) of the Constitution provides that Secretaries are responsible for "creating and amending departmental policy in accordance with the President's direction."

Whereas, Server Leadership has amended the standing Staff Veto on local government to raise the maximum number of Towns from two to three, and has updated the restrictions applying to Willow so as to permit the establishment of an agricultural town.

Whereas, the Willow Agricultural District exists to provide accessible farming opportunities for players, and particularly for new players, and demand for farmland remains the most consistent land demand in the Commonwealth.

Whereas, the protection of farmland availability and rotation is the condition upon which that permission rests, and is a purpose this Administration adopts as its own rather than merely accepts.

Whereas, Section 32(1) of the Constitution provides that a Town may be established only by an amendment to the Constitution, and Section 45 provides that Executive Orders may only be used to exert powers expressly granted to the Executive, such that this Order neither establishes nor purports to establish a Town.

Whereas, the Executive retains administrative responsibility for the Willow District pending such an amendment, and the residents of Willow are entitled to a voice in that administration in the interim.​

Section 1. Purpose

The purpose of this Executive Order is to provide for the administration of the Willow Agricultural District, to give effect to the agricultural protections determined by Server Leadership, and to establish the process by which Willow may be constituted as a Town.

Section 2. Definitions

1. District means the Willow Agricultural District, being the agricultural area of Redmont located on the central isle, within the boundaries allocated to it.

2. Board means the Willow Interim Administrative Board established under Section 4.

3. Assembly means the Willow Community Assembly established under Section 4.

4. Farm plot means any plot within the District designated for agricultural use and held on lease.

5. Ranch plot means any plot within the District designated for ranching and capable of freehold ownership.

6. Resident means a player whose in-game residency is set to the District.

Section 3. Status of the District

1. The District remains the property of the Federal Government and is administered by the Executive until such time as a Town is established over it by constitutional amendment.

2. Agricultural activity is and shall remain the primary purpose of the District. No administration of the District, interim or otherwise, may act in a manner inconsistent with that purpose.

Section 4. Willow Interim Administrative Board

1. There is established a Willow Interim Administrative Board of no more than three (3) members, comprised of ex officio members drawn from civil service positions relevant to the administration of the District.

2. The Board shall consist of:

a. the Secretary of the Interior or their delegate, who shall chair the Board;

b. one officer of the Department of the Interior holding a portfolio relevant to agriculture or land administration, nominated by the Secretary of the Interior; and

c. one officer of the Department of State, nominated by the Secretary of State.​

3. The Board is responsible for:

a. the layout, sequencing and delivery of the Willow expansion;

b. public builds, public spaces, roads within the District, and their repair and maintenance;

c. events, markets and community programming within the District;

d. onboarding of new residents and new farmers;

e. building and aesthetic standards within the District, published under Section 9;

f. referral of suspected violations to the relevant Department; and

g. publication of the register required under Section 5 and a monthly report on the state of the District.​

4. The Board has no authority over the tenure, creation, removal or conversion of plots, which is governed by Section 5.

5. The Board shall convene a Willow Community Assembly, open to all Residents, which may consider any matter within Section 4(3) and make recommendations to the Board. The Board must consider any recommendation of the Assembly and must publish its reasons where it declines to adopt one. The Assembly is advisory and holds no executive authority.

6. The Board dissolves automatically upon the first Mayor of a Town established over the District taking office, and its functions pass to that Town.

Section 5. Protection of Agricultural Land

This Section applies within the District and binds the Board, the Assembly, every Department, and any local government subsequently established with jurisdiction over the District.

1. Farm plots shall remain leasehold. They may not be sold, converted to freehold, or removed. Large farm plots may be subdivided only with the approval of the appropriate Federal authority. Freehold plots existing as at the date of this Order are grandfathered and are not affected.

2. The Board shall publish, within seven (7) days of this Order, a register recording the number and status of every farm plot within the District as at the date of this Order. The register shall be updated monthly and shall be public. The figure recorded on commencement is the baseline against which the availability of farmland is assessed.

3. Ranch plots may remain freehold and may be privately held as long-term agricultural properties. They may not otherwise be amended or removed.

4. Where the number of farm plots available for lease falls below the baseline recorded under Section 5(2), all authority over farm plots vests in the Department of the Interior until the figure is restored. Server Leadership may act directly in respect of farm plots at any time and shall determine when the figure has been restored.

Section 6. Commercial Activity

1. All activity within the District other than agriculture must remain incidental to its agricultural purpose.

2. Commercial activity is permitted only where it directly supports or complements the agricultural community, and must not undermine the primary agricultural function of the District.

3. The Board shall refuse any proposal which would make the District a commercial centre.

Section 7. Revenue

1. Rent on farm plots within the District continues to be collected by the Department of the Interior and shall be held in a designated Willow account, applied to works and services within the District.

2. Upon the establishment of a Town over the District, rent collected on plots within its jurisdiction shall accrue to that Town.

3. The District may additionally receive municipal fines, permit fees, and Town grants as provided by law.

Section 8. Territory

1. The District is limited to the boundaries allocated to it and may not reclaim, annex, or otherwise expand into major bodies of water beyond the shoreline as it existed in February 2026.

2. Mountain and highland areas adjoining the District remain outside the jurisdiction of the District and of any Town subsequently established over it, and are maintained by the Department of Construction and Transportation as natural areas.

3. The highway and any other national infrastructure passing through or adjoining the District may not be altered, rerouted, obstructed, or built over except by the Department of Construction and Transportation.

Section 9. Building and Aesthetic Standards

1. No structure within the District may exceed 40 blocks in height.

2. The Board shall publish a building and aesthetic standard consistent with the rural and agricultural character of the District, and shall apply it to all public builds and to the expansion.

Section 10. Departmental Responsibilities

1. Department of State. Oversight and advice on District administration, and facilitation of any local election or referendum.

2. Department of the Interior. Farm and ranch plot administration, the register required under Section 5(2), and animal welfare.

3. Department of Construction and Transportation. Pastes, roads, the airstrip, evictions and transfers of property, and natural areas under Section 8(2).

4. Department of Homeland Security. Public safety within the District.

5. Department of Health. The District clinic.

Section 11. Pathway to Township

1. The Board, in consultation with the Assembly, shall prepare a draft Willow Town Charter within seven (7) days of this Order.

2. The draft Charter must provide for:

a. the protections in Sections 5 and 6, in terms no weaker than those set out in this Order;

b. a council of no more than five (5) members inclusive of the Mayor and Deputy Mayor;

c. a mayoral term not exceeding four (4) months;

d. the method of election for Mayor, Deputy Mayor and council, and the method of mayoral succession; and

e. a remit consistent with Section 4(3).​

3. Upon completion of the draft Charter, the Executive shall transmit to the House of Representatives a bill to amend the Constitution recognising the Town of Willow, and shall support its passage through both chambers, Presidential assent, and the referendum required by Section 36(3) of the Constitution.

4. Nothing in this Order guarantees the establishment of a Town. Township is achieved only by constitutional amendment carried in accordance with Section 36 of the Constitution.

Section 12. Residency

1. Willow District remains a valid residency.

2. Residency within the District is a requirement for candidacy and for voting in any District or Town election or referendum.

3. The Department of State shall maintain the residency record.

Section 13. Reservation of Staff Authority

1. Nothing in this Order limits the reserve power of Server Leadership under Section 38 of the Constitution.

2. Where any provision of this Order is silent or ambiguous, it is to be read consistently with the Staff Veto governing the agricultural area.

Section 14. Implementation

1. This Executive Order shall take effect immediately upon its signing.

2. To the extent of any inconsistency with a previous Executive Order in its application to the District, this Order prevails.

3. The Board shall be constituted within seven (7) days.
