Consolidate laws related to drugs.

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Cool Drug Laws Consolidation Act"
(2) This Act shall be enacted immediately upon its signage.
(3) This bill was authored by Representative A__C.
(4) This Act is co-sponsored by Senator black_ven0m.
(5) This Act was approved by the Justice Secretary ElainaThomas29.

2 - Reasons
(1) There are multiple drug laws floating around. One has a list of legal and illegal drugs. There are two more acts each legalizing one drug, which has not been updated on the aforementioned list. There is a separate act defining “Drug Trafficking”. This could easily be consolidated and made easier to search for in the future.

3 - Consolidation
(1) The following Acts of Congress will be rescinded:
(a) Drug Trafficking and Possession Legalization Act
(b) Drugs Reform Act
(c) MDMA Legalization Act
(d) The Ripple Act
(e) Drugging Criminalization Act

4 - Drug Trafficking
(1) Trafficking of illicit substances.
First Offense: 5 minutes jail + $150 fine
Second Offense: 10 minutes jail + $300 fine
Third and Subsequent Offenses: 20 minutes jail + $500 fine

5 - Drugging
(1) A person who drugs another person without their consent or an animal (pet, livestock, etc.) without the owner’s consent will be charged as follows:
First Offence: $50 fine and 5 minutes of jail time.
Second Offence: $100 fine and 10 minutes of jail time.
Third Offence and After: $200 fine and 15 minutes of jail time.

6 - Legal Substances
(1) Legal (Licit Substances, Can be Sold)
(a) Marijuana
(b) Any medication provided by a Doctor in a hospital to treat a disease etc.
(c) MDMA aka Ecstasy or Molly
(d) Psilocybin Mushrooms aka Shrooms

7 - Illicit Substances
(1) Illegal (Illicit Substances, Sale is Prohibited) - Includes substances used in the production of illegal drugs.
(a) Cocaine
(b) Heroin
(c) LSD
(d) Methamphetamine
(e) Morphine
(f) Lysergic Acid
(g) Morning Glory Plant
(h) Methylamine chloride
(i) Hydrochloric acid
(j) Ethanol
(k) Chloroform
(l) Sassafras bark
(m) Safrole
(N) Opium seed pods
(o) Opium
(p) Iodine
(q) Phosphorus
(r) Syringe
(s) Coca Plant
(t) Opium Poppy
(u) Ephedra
(v) Sassafras Sapling
(w) Morphine

Veto

I support this bill, but please re-propose an updated version of it to include the recently signed Syringe Act.

 
Representative A__C has motioned for a veto override of the "Cool Drugs Consolidation Act" due to it having been vetoed because of confusion. (The reason the Act was created in the first place).

Amend the Cool Drug Laws Consolidation Act

(1) This Act may be cited as the “Cool Drug Trafficking Amendment Act"
(2) This Act shall be enacted immediately upon its signage.
(3) This bill was authored by Representative A__C.
(4) This Act is co-sponsored by Representative xEndeavour.

2 - Reasons
(1) There is no incentive for people to remove a chestshop trafficking illicit drugs because the way the current law is written, they could only get charged once and keep their shop up, if it is being sold in a chestshop.
(2) Conversely, there is no limit to the number of times someone can be charged in a period of time, so they could technically be charged for Drug Trafficking five times in a day as long as their chestshop is left up.

3 - Terms
(1) Amends Part 4 of the Cool Drug Laws Consolidation Act from:
4 - Drug Trafficking
(1) Trafficking of illicit substances.
First Offense: 5 minutes jail + $150 fine
Second Offense: 10 minutes jail + $300 fine
Third and Subsequent Offenses: 20 minutes jail + $500 fine


To:
4 - Drug Trafficking
(1) Trafficking of illicit substances. A person charged with Drug Trafficking has one week to remove the chestshop(s) in that location before they may be charged for a subsequent offense.
First Offense: 5 minutes jail + $150 fine
Second Offense: 10 minutes jail + $300 fine
Third and Subsequent Offenses: 20 minutes jail + $500 fine
