To

Amend the
Criminal Code Act
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Animal and Pet Spacing Act'​
(2) This Act shall be enacted immediately upon its signage.​
(3) This Act has been authored by Interior Secretary winterwolf​
(4) This Act has been sponsored by Representative girlfailcoded​
(5) This Act has been co-sponsored by Representative Anthony_org​

2 - Reasons
(1) This act allows for the continuous update of floor space requirements for pets and animals for every Minecraft update.​
(2) Ensures quick action to new updates for the betterment of people.​
(3) Prevents Congress from wasting time in amending the Criminal Code for new animals.​
(4) Bees, polar bears, and sniffers currently have the same floor space minimum; 4 blocks/head. This doesn’t make sense.​

3 - Amendment

(1) The following shall be amended in the Criminal Code Act:​
20 - Pet Overcrowding
Offence Type: Summary​
Penalty: 1 Penalty Units; confiscation of animal(s) by the Department of the Interior
A person commits an offence if the person:​
(a) fails to provide minimum floor space as defined by the Department of the Interior for pets (2 blocks per dog or cat, 1 block per parrot).​

21 - Animal Overcrowding
Offence Type: Summary​
Penalty:​
(a) First offence - 1 Penalty Units; Confiscation of animal(s) by the Department of the Interior;​
(b) Additional offenses - 3 Penalty Units; Animal seizure Confiscation of animal(s) by the Department of the Interior; Eviction​
A person commits an offense if the person fails to provide the minimum space as defined by the Department of the Interior.:
(a) fails to provide minimum space for horses, camels, mules, and llamas (6 blocks/head)
(b) fails to provide minimum space for cows, sheep, and pigs (4 blocks/head)
(c) fails to provide minimum space for frogs, chickens, rabbits, and seaborn animals (2 blocks/head)
(d) fails to provide minimum space for all other animals (4 blocks/head)

In principle, this gives more flexibility, but I do worry about offsourcing criminal liability to executive agency definitions that can change on a whim. For good secretaries, this works well, but not so much for bad ones, and I can’t build a system assuming that a political appointee will always be acting in good faith forever more. For this reason, I regrettably must vote nay.
