AMEND THE CONSTITUTION

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I — PRELIMINARIES

1. Short Title and Enactment

(1) This Act may be cited as the ‘Willow Township Act’

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by President Theory Fontaine, Vice President Anton Fontaine.

(4) This Act has been co-sponsored by Senator ElegantAlly.

(5) This Act amends the following acts:

(a) Constitution of the Commonwealth of Redmont

2. Reasons and Intent

(1) Server Leadership has raised the maximum number of Towns from two to three and has updated the restrictions applying to the agricultural area so as to permit the establishment of an agricultural town.

(2) Section 32(1) of the Constitution provides that a Town may be established only by an amendment to this Constitution, and Willow can therefore be recognized by no other instrument.

(3) The residents of Willow have sought local self-government, and the Commonwealth has undertaken to provide a lawful path to it rather than leave the question unresolved.

(4) Willow's agricultural function is the condition on which its township rests. That function is of national rather than local importance, as Willow is the principal source of accessible farmland for new players, and it is accordingly protected within this Constitution rather than left to local or executive discretion.

(5) The protections in this Act bind every future Town government and every future Congress, and may be undone only by a further amendment to this Constitution carried in accordance with Section 36.

3. Definitions

(1) For the purposes of this Act, the following definitions shall apply:

(a) Agricultural Area. The area of the Commonwealth located on the central isle allocated to the Town of Willow, being the area to which the Willow Agricultural District previously applied.

(b) Farm Plot. Any plot within the Agricultural Area designated for agricultural use and held on lease.

(c) Ranch Plot. Any plot within the Agricultural Area designated for ranching and capable of freehold ownership.

(d) Baseline. The number of farm plots available for lease recorded in the register published under Executive Order 53/26 on the commencement of that Order.

PART II — RECOGNITION OF THE TOWN OF WILLOW

4. Recognition

(1) Section 32(1) of the Constitution is amended by inserting the following after subsection (b):

"(c) Town of Willow"

PART III — AGRICULTURAL LAND

5. Protection of the Agricultural Area

(1) Section 32 of the Constitution is amended by inserting the following subsection after subsection (4):

"(5) Agricultural Land

The Agricultural Area exists to provide accessible farming opportunities for players, and particularly for new players. Any local government with jurisdiction over the Agricultural Area must ensure that agricultural activity remains its primary purpose.

(a) Farm plots shall remain leasehold. They may not be sold, converted to freehold, or removed. Large farm plots may be subdivided only with the approval of the appropriate Federal authority. Freehold plots in existence on the commencement of this subsection are unaffected.

(b) Ranch plots may remain freehold and may be privately held as long-term agricultural properties. They may not otherwise be amended or removed.

(c) All activity within the Agricultural Area other than agriculture must remain incidental to its agricultural purpose. Commercialisation must be limited to activity that directly supports or complements the agricultural community and must not undermine its primary agricultural function.

(d) Where the number of farm plots available for lease falls below the Baseline, authority over farm plots vests in the Department of the Interior until that figure is restored. No act of a local government is required for this to take effect, and none may delay or reverse it.

(e) Mountain and highland areas adjoining the Agricultural Area remain outside the jurisdiction of any Town. National infrastructure passing through or adjoining the Agricultural Area may not be altered, rerouted, obstructed, or built over by a local government."

PART IV — TRANSITIONAL

6. Commencement of Township

(1) The Town of Willow is established upon the commencement of this Act.

(2) The Department of State shall facilitate the first election of the Willow legislature within Seven (7) days of commencement.

(3) Until the first Mayor of the Town of Willow takes office, the Willow Agricultural District continues to be administered by the Executive.

(4) Nothing in this Act limits the reserve power of Server Leadership under Section 38 of this Constitution.
