To force congress to touch grass

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the 'Touch Grass Act.'

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Senator Anthony_org.

(4) This Act has been co-sponsored by Senator Anthony_org.

2 - Reasons
(1) xEndeavour encourages us not to touch grass
(2) Anthony_org encourages us to touch grass
3 - Requirement to Touch Grass
(1) All Members of Congress shall be required to touch grass at least once every fourteen (14) days.
(2) Each Member shall submit proof of compliance in the form of a photograph to a publicly accessible channel.
(3) The photograph must contain a piece of paper with the username of the Member written on it and clearly depict physical contact with grass. The photograph must omit background features that can potentially be identified with reverse image search tools or any other information which may compromise the Member's privacy.

Aye - This is a serious issue that has been plaguing democracycraft since it's conception, failure to pass a law such as this will inevitably lead to the collapse of our entire democracy. Please, I urge everyone to put your full support behind this legislation, otherwise I fear what may become of us...
 
:aye: - However, my sole contention is how this will fare with the enhanced Privacy Act.
In my effort to enhance privacy rights, the PALANTIR Act amended what is considered "real-life information".

Section 8(1) provides:
(1) No individual shall be required to disclose real-life personal information, including but not limited to: full legal name, age, address, phone number, email address, personal images, financial information, educational institutions, employment details, social media accounts, or any other information that could identify them in real life, in any context within the Commonwealth of Redmont.
I believe an image of oneself that "must clearly identify the Member" is an untenable legal requirement, which is burdensome and in violation of Section 8(3):
(3) No government entity, private organisation, or individual may condition access to services, positions, benefits, or opportunities on the disclosure of real-life personal information

That's just one toad's interpretation, though.

Following the overwhelming majority of support from the House, who am I to deny their wishes?

As stated in my first Senate press release, I shall not be touching grass.
