IN THE SUPREME COURT OF THE COMMONWEALTH OF REDMONT
MOTION FOR EMERGENCY INJUNCTION

President Pepecuu was inaugurated on 15 October 2025, in direct violation of the In Staff We Trust Act and the statutory establishment of the national motto. During the inauguration ceremony, which occurred between 0200 and 0230 UTC+1, President Pepecuu recited an oath of office that explicitly invoked "End and Tech" - the precise language that the In Staff We Trust Act prohibits from being used in the national motto or official government contexts.

Section 3(2) of the In Staff We Trust Act explicitly provides:

(2) The motto of the Commonwealth of Redmont shall never include the name or nickname of a player or person.
Section 4 of the Act establishes that the national motto "In Staff We Trust" shall appear on all official seals, including the Seal of the President, and provides:
(4)(i) Any seal which contains the coat of arms that does not include "In Staff We Trust" shall be determined as an invalid source of government authority.
President Pepecuu is currently exercising executive powers and making executive decisions despite the fundamental defect in their assumption of office. The President has the constitutional authority to issue Executive Orders, appoint and dismiss Cabinet members, veto legislation, grant pardons, sign treaties, and oversee all government spending. These actions, if allowed to continue under an invalid assumption of office, will cause irreversible harm to:
  • The administration of government and the rule of law
  • The integrity of the Executive Branch
  • The enforceability of Executive Orders and appointments made under invalid authority
  • Congressional intent behind the In Staff We Trust Act
  • The constitutional principle that government officials must respect and uphold current law
Thus, Plaintiff asks that for the duration of this case:

1. President Pepecuu be immediately prohibited from:
  • Issuing any Executive Orders
  • Making any appointments or dismissals to Cabinet or other executive positions
  • Signing or vetoing any legislation
  • Granting any pardons or reprieves
  • Signing, revoking, or negotiating any treaties
  • Taking any executive action that would bind future administrations
2. The Vice President be directed to assume acting presidential duties for essential government operations only, limited to matters necessary for the normal functioning of government
3. All executive actions taken by President Pepecuu since 15 October 2025 are stayed pending resolution of this case

COMPLAINT

The Plaintiff complains against the Defendant as follows:

WRITTEN STATEMENT FROM THE PLAINTIFF

In July 2025, Congress enacted the In Staff We Trust Act, establishing "In Staff We Trust" as the official motto of the Commonwealth of Redmont and explicitly prohibiting the motto from ever including "the name or nickname of a player or person." This Act was passed with support in both chambers and signed into law by the President, reflecting a clear legislative determination that the Commonwealth must not be beholden to individual players and that official government ceremonies must respect the statutory motto.

On 15 October 2025, during the presidential inauguration ceremony, President-Elect Pepecuu recited an oath of office that concluded with the words "so help me End and Tech" - explicitly invoking player nicknames that the In Staff We Trust Act prohibits from use in official contexts. This occurred despite the law having been in effect for nearly three months and despite an amended oath having been established for Members of Congress using "so help me Staff."

I bring this action not out of any personal grievance against President Pepecuu, but to uphold the rule of law and ensure that the highest office in our government is assumed in accordance with current law. The presidential inauguration is the most solemn and consequential ceremony in our government - it is the moment when executive power is transferred and legitimized. If we allow this violation to stand, we establish a precedent that compliance with statutory requirements is optional, even at the moment of assuming the highest office in the Commonwealth.

II. FACTS

1. On or around 18 July 2025, the In Staff We Trust Act was signed into law by the President and enacted immediately upon signature.
2. Section 3(1) of the In Staff We Trust Act establishes: "The official motto of the Commonwealth of Redmont shall be: 'In Staff We Trust'"
3. Section 3(2) of the Act explicitly prohibits: "The motto of the Commonwealth of Redmont shall never include the name or nickname of a player or person."
4. Section 4 of the Act establishes that the Coat of Arms shall include the motto "In Staff We Trust" on a white ribbon, and provides: "Any seal which contains the coat of arms that does not include 'In Staff We Trust' shall be determined as an invalid source of government authority."
5. Section 5 of the Act amended the Legislative Standards Act to change the congressional oath from "So help me End and Tech" to "So help me Staff."
6. The In Staff We Trust Act reflects a clear legislative determination that official government ceremonies and functions must not invoke individual player names, but rather recognise that authority derives from the institution of Staff.
7. On or around 11 October 2025, the results of the October 2025 Presidential Election were announced, declaring Pepecuu the winner.
8. Presidential inaugurations in Redmont have historically included an oath of office ceremony, representing the formal and ceremonial assumption of executive power.
9. On 15 October 2025, between 0200 and 0230 UTC+1, President-Elect Pepecuu participated in an inauguration ceremony. (P-001)
10. During this ceremony, multiple government officials and citizens were present to witness the transfer of power.
11. President-Elect Pepecuu was called upon to recite an oath of office. (P-001)
12. The oath recited by President-Elect Pepecuu included the phrase "so help me End and Tech." (P-001)
13. At no point during the ceremony did President-Elect Pepecuu use the phrase "so help me Staff" as established in the amended congressional oath.
14. The invocation of "End and Tech" constitutes the explicit use of player nicknames in direct violation of Section 3(2) of the In Staff We Trust Act.
15. Despite the clear statutory prohibition against using player names in official contexts, and despite the amended oath established for Congress, the inauguration proceeded with the prohibited language.
17. Following the ceremony, President Pepecuu assumed the powers of the office and began exercising executive authority.
18. Since assuming office, President Pepecuu has:
  • Exercised executive powers granted by the Constitution
  • Held themselves out as the legitimate President of Redmont
  • Been recognised by government institutions as holding presidential authority
19. On 15 October 2025, at approximately 0253 UTC+1, President Pepecuu announced and made the following Acting Secretary appointments to the Cabinet:
  • Acting Attorney General
  • Acting Secretary of Commerce
  • Acting Secretary of the DCT
  • Acting Secretary of Education
  • Acting Secretary of Health
  • Acting Secretary of Homeland Security
  • Acting Secretary of the Interior
  • Acting Secretary of the DPA
  • Acting Secretary of State
20. The Commonwealth has taken no action to remedy this violation or to require President Pepecuu to retake the oath using proper language.

III. CLAIMS FOR RELIEF​

1. Violation of Statutory Standards

The assumption of presidential office by Pepecuu is fundamentally defective because it occurred through a ceremony that violated mandatory statutory requirements established by the In Staff We Trust Act.

As this Court held in Plura72 v. Realimza [2025] SCR 17:
In a 2-0 vote, the Supreme Court dismisses this case sua sponte for lack of standing under rule 2.1(3). The only standing the Plaintiff alleges before the Supreme Court is through the removal of office of Representative Imza. This is a remedy available in very few circumstances—only through criminal prosecution or after proving a defect in the manner in which the government official obtained their office. See Plura72 v. JuniperFig [2025] SCR 16; zLost v. Commonwealth of Redmont [2025] SCR 14; ToadKing v. Commonwealth of Redmont [2025] SCR 13; ToadKing v. Commonwealth of Redmont [2025] SCR 12; bigpappa140 v. Commonwealth of Redmont [2025] SCR 11.

We have made it abundantly clear at this point that we, the Supreme Court of Redmont, may only remove an individual from office using our constitutional powers under limited circumstances. These include if the State is prosecuting a crime, or if there was an alleged defect, mistake, or otherwise illegitimate background to the defendant's obtaining the office that the plaintiff is asking us to remove the defendant from.
This case presents exactly such a defect. The presidential inauguration ceremony utilised language explicitly prohibited by the In Staff We Trust Act:
  • Section 3(2) mandates that "The motto of the Commonwealth of Redmont shall never include the name or nickname of a player or person."
  • Section 4(4)(i) provides that "Any seal which contains the coat of arms that does not include 'In Staff We Trust' shall be determined as an invalid source of government authority."
The use of "shall never" and "invalid source of government authority" demonstrates that Congress intended the national motto standards to be mandatory and consequential for the legitimacy of government. President Pepecuu invoked "End and Tech" - explicit player nicknames - during the most important governmental ceremony: the assumption of executive power. This was not a casual remark or informal statement. It was part of the formal oath administered during an inauguration, the ceremony by which executive authority is legitimised and transferred.

The In Staff We Trust Act was enacted specifically to distance the Commonwealth from individual players and to ensure that governmental authority is recognised as deriving from institutional sources, not personal loyalties. Section 2(3) of the Act states:
"(3) To make the Commonwealth of Redmont beholden to no one, as well as to distance herself from figures who may or may not change in popularity overtime..."
By invoking player names at the moment of assuming office, President Pepecuu violated this core principle. The violation is not merely technical - it strikes at the heart of what the legislature determined was necessary for legitimate governmental authority.

Furthermore, Section 5 of the Act specifically amended the congressional oath to replace "End and Tech" with "Staff." Congress clearly determined that "End and Tech" was inappropriate language for official oaths. That determination applies with even greater force to the presidential oath, given that the President holds vastly more power than any individual Member of Congress.

2. Defect in the Legitimate Assumption of Executive Power

The Constitution vests executive power in the President (Section 23), but that power must be assumed through legitimate means that respect existing law.

Presidential inaugurations serve multiple critical functions:
  • They mark the formal transfer of power
  • They provide public legitimacy to the new administration
  • They demonstrate the President's commitment to uphold the law
  • They create a ceremonial foundation for executive authority
The oath of office, while not explicitly required by the Constitution for the President, has become an essential element of this legitimisation process. The oath represents the President's commitment to the "execution and enforcement of the law" (Constitution, Section 24).

By violating statutory law in the very first words spoken as President, President Pepecuu undermined the legitimacy of their assumption of office.

This is not a case where the President violated the law during the course of their administration - a matter that would be addressed through impeachment or criminal prosecution. This is a case where the law was violated at the moment of assuming office, creating a defect in the very foundation of their authority.

The Supreme Court has recognised that it may remove individuals from office when there is "an alleged defect, mistake, or otherwise illegitimate background to the defendant's obtaining the office." Here, the defect is clear: President Pepecuu assumed office through a ceremony that violated the In Staff We Trust Act by invoking prohibited player nicknames. This defect taints the legitimacy of the entire assumption of power.

3. Ongoing Violation of Law and Undermining of Legislative Authority

The Commonwealth's continued allowance of President Pepecuu to serve under an invalid oath constitutes an ongoing violation of the In Staff We Trust Act and undermines the authority of Congress to establish standards for government operations.

The Constitution, Section 24, establishes that the President "is responsible for the execution and enforcement of the law." Yet President Pepecuu began their presidency by violating the law at the moment of assuming office. This creates a fundamental contradiction: how can a President who violated the law while assuming office be entrusted with the responsibility to execute and enforce the law?

Congress, through the In Staff We Trust Act, made a clear determination that:
  • The national motto shall be "In Staff We Trust"
  • This motto shall never include player names
  • Governmental authority that fails to respect this standard is invalid
By allowing President Pepecuu to continue serving after violating this statutory standard, the Commonwealth effectively nullifies Congressional intent. It establishes a precedent that statutory requirements for government ceremonies are optional and that even the President is not bound by laws enacted by Congress.

IV. PRAYER FOR RELIEF​

The Plaintiff respectfully requests that this Honourable Court:

1. Declare that President Pepecuu's assumption of office was legally defective due to the violation of mandatory standards in the In Staff We Trust Act during the inauguration ceremony;

2. Order that President Pepecuu immediately retake the oath of office using the phrase "so help me Staff" in conformity with statutory requirements, and that failure to do so within 48 hours shall result in removal from office;

3. Alternatively, remove President Pepecuu from the office of President pursuant to this Court's constitutional authority under Section 20(1)(a) if they refuse to retake the oath correctly;

4. Declare that all Executive Orders, appointments, vetoes, pardons, and other executive actions taken by President Pepecuu since 15 October 2025 lack full legal authority and are subject to ratification following a proper oath;

5. Order that, pending resolution of this case or pending President Pepecuu's retaking of the oath, the President be prohibited from:
  • Issuing any Executive Orders
  • Making any appointments or dismissals to Cabinet or judicial positions
  • Signing or vetoing any legislation
  • Granting any pardons or reprieves
  • Signing, revoking, or negotiating any treaties
  • Taking any executive action beyond essential government operations
6. Declare that future presidential inaugurations must conform to the national motto standard established by the In Staff We Trust Act and may not invoke player names;
