The purpose of the State of the Commonwealth Report is to increase Cabinet transparency and provide an insight into the happenings of the Government. This information is provided in good faith and although it may be listed here as a goal, it may not occur. This report simply outlines Government achievements, plans, and goals.

DEPARTMENT AND CABINET ACTIVITY

Department of State (DOS)

Achievements in March:

- Hired two new Auditors with good amount of experience in finance to help work on our audit reforms.
- Completed three audits.
- We've had tremendous success with conducting elections such as the March Congressional Elections with new hires and existing Electoral Officers.
- Knowledge test for electoral officers and efforts to further train employees on STV counting etc.

Goals for April:
- New and improved guides for Electoral Officers on using the new election plugin, how to set up polls, how to export poll results, links to relevant legislation such as the Constitution and the Electoral Act, how to do STV counting with the Google Sheet, etc.
- Reform and overhaul of government Audits, with new sections on auditing income and spending of Departments so that better guidance can be made regarding appropriations, and better transparency on earnings and spending of departments to help the government keep better track of its finances.
- Deployment of Discord Bot which makes Electoral Officers jobs more easier, with commands which run election counts (IFV, STV, Block Vote) automatically and generate bb code for forums posts to make elections process a lot more streamlined and help department if elections conducted at time with low availability of staff.

Approximate Funds Spent: Total 227,000 (201,000 since last appropriations). Breakdown: $17000 on passports, $78,749.96 on Elections, $131,250.04 on Audits.

Department of Construction & Transport (DCT)

Achievements in March:

- many eviction auctions
- revcatraz update paste
- completion of two smaller pastes (operation bullseye and operation atom splitter)
- increased payment for processing pastes
- new command to check material content of barrels for pastes
- 5 new inspectors
- 1 new constructor

Goals for April:
- updates to auction policy
- adjustments to pastes
- heritage listed building policy update
- more pastes

Department of Health (DOH)

Achievements in March:

We have implemented all the changes to the health plugin we intend to make on our end, with staff going through the final phase of play testing as we speak.
We have launched a consultation with pharmacists over their role and how they'd like to be brought closer as we move to using the plugin for a unified healthcare landscape in Redmont.
We have also reached new heights of training and employment within the department, which currently employs over 60 healthcare professionals that are trained to treat the ills of Redmontian citizens.

Goals for April:
We will be launching the new overhauled diseases, cures and NEW vaccines in the coming month.
We will also be compiling, reviewing, and releasing the results of our consultation with pharmacists including our plan of action for addressing the ideas and concerns brought to us.

Department of Commerce (DOC)

Achievements in March:

Developed new bot for tracking DOC applications to better delegate work and track what needs responses.
Greater delegation of tasks.
Began receivership and dissolution process for old interest based LLCs.
Training of new employees and breaking down the backlog of financial audits.
Implemented new archive subforum for old company information.
Calculated monthly plot and income tax to better track government revenue.

Goals for April:
Improved guides for employees.
Accounting standards for financial reporting.
Working with the FRB and Congress to establish methods for the Commonwealth to borrow money.
Setup proper inactivity management for incorporated entities.

Approximate Funds Spent: 450k

Department of the Interior (DOI)

Achievements in March:

- Trained a new Senior Ranger
- Trained a new Supply Manager
- Hired 2 new Rangers
- Completion of Barn Modifications
- Updated Supply Manager Guide
- New method for Rangers to collect animals from Overcrowding reports
- New method for Supply Managers to count Tender Materials
- Ranger Training Video for Shelter Work (Thanks DPA!)

Goals for April:
- Continued Supply Side Activity
- Custom animal adoptions in Willow Shelter
- Updated Ranger Storage Area
- New Training Method for Shelter Work
- Updated Ranger cheatsheet (Guide)

Department of Public Affairs (DPA)

Achievements in March:

Started hosting a lot of events again :) Did our first impromtu event. Started working on our weekly schedule.

Goals for April:
Consistent weekly event. More items as prizes, maybe ongoing competitions.

Approximate Funds Spent:
We have roughly spent $320,000. $125,000 (~40%) to our employees, $183,000 (~58%) and $39,000 (~12%) for misc. spendings. We have hosted 5 Events this month, bringing the average cost per event to roughly $64,000.

Department of Education (DOE)

Achievements in March:

* Completed phase 1 of the Mechanic rework, currently undergoing final testing and ready for release soon!
* Appointed a new Education Manager and Guidance Manager to lead those sub-departments.
* Made a bunch of general improvements to Wiki pages.
* Created cool new items, blocks and recipes which are being implemented by staff as we speak!

Goals for April:
* Release of Mechanic rework phase 1!
* A new licence which will allow holders to create their own apartment regions!
* New department-wide pay policy.

Approximate Funds Spent: $594,285 (including special purpose appropriations)

Department of Homeland Security (DHS)

Achievements in March:

- A new DHS Fine Policy was published which will work to ensure consistent and clear procedure regarding the fining process, clarifying procedure and clearing gaps.
- We continued to strive for efficiency in ticket and court order handling.

Goals for April:
- Continued efficiency in executing verdicts and answering tickets.
- Development and drafting of a Sergeant role guide, aiming for April publication.
- Development and drafting of a policy handbook, aiming for April publication.
- Publication of a forums DHS FAQ page to assist the public with general questions and inquiries.
- Adjust the DHS payment policy to include a bonus framework,
- Bring back officer of the month.
I apologise in how some of these are last month's goals. I understand if my leadership has the perception of being somewhat stagnant in March, I had various in real life matters which were somewhat of a burden and limited my ability to produce the results I wanted for that month in terms of progress. This month will be more productive, thus I look forward to a great month in terms of the department!

Approximate Funds Spent:
March spending (up until around the 2nd/03) comes at approximately $336,000. I have provided a more detailed approximate distribution below:

- $201,000 in detective case payments.
- $68,800 in monthly commission payments.
- $52,000 in arrest payments.
- $6900 for processing of a Firearm licence.
- $4153.60 in Text Me Back Act compensation.
- $2850 in incorrect jail time reversal (1 individual).

Department of Justice (DOJ)

Achievements in March:

The Department of Justice has seen recent changes in leadership. It continues to prosecute criminals and carry out investigations, as well as defending the Commonwealth from civil suits.

Goals for April:
The DOJ will finish its training policy for new hires, and expects to onboard multiple new employees, as well as continuing to carry out justice and defend the best interests of the Commonwealth.

Approximate Funds Spent: $144,500

Town of Aventura

Achievements in March:

March has been a slow month in Aventura. Significant changes occurred in the makeup of the Council, with two members resigning and a third announcing they will not be running again at the next elections. We have been hard at work at finishing a secret construction project in time for the end of this term! :D

Goals for April:
The paste of the long-awaited secret construction project!! :D
