COMPLAINT
The Plaintiff complains against the Defendant as follows:
The Commonwealth has failed to carry out its statutory duty to declare “all payments made for any reason by federal government institutions” as per the Appropriations Process Act (APA). The Plaintiff personally received payments in his capacity as a Medical Specialist which were not declared in the public #budget channel. When the Plaintiff attempted to inspect government expenditures that the APA requires to be publicly disclosed, the Plaintiff was unable to locate declarations of payments that the Plaintiff personally knew had occurred.
This is not to say the only undisclosed payments are these medical payments; these serve as an example for the Commonwealth’s failure to carry out its statutory duty.
The Commonwealth’s failure to perform statutory duty has deprived all Redmont citizens of access to information that must be publicly released, and substantially disrupted the Plaintiff's own ability to review government expenditures.

II. FACTS
1. During the period examined by the Plaintiff, the #budget Discord channel primarily contained automated summaries of certain categories of payments, including crates, new-player balances, arrests, solved cases, patient treatments, passport applications, firearms-license applications, fishing, fishing competitions, and exams. (P-001)2. On August 20, 2026, the Plaintiff received a payment of $3,000 for his work in the Department of Health hosting training classes. (P-002)
3. Prior to filing, Plaintiff had an interest in reviewing government expenditures and used the publicly accessible #budget channel to inspect payments made by government institutions, with the purpose of seeing how government funds were being spent.
4. Because Plaintiff personally received the $3,000 Department of Health payment described in Fact 2, the Plaintiff knew this government expenditure had actually occurred.
5. The Plaintiff searched the publicly accessible #budget channel for a declaration corresponding to that payment and was unable to locate one. (P-003)
6. This absent transaction caused the Plaintiff to discover that the information available in #budget did not necessarily provide a complete record of government payments.
7. As a result, the Plaintiff could not determine from the publicly available information what expenditures the Department of Health had actually made during the period he was examining; nor could he meaningfully rely upon the published information as a complete account of expenditures required to be disclosed. The Plaintiff was unable to fully perform the review of government expenditures that he had attempted to undertake because information concerning government transactions was unavailable to him.
8. On September 14, 2026, Creeper Fontaine manually declared a government payment of $2,000 in the #budget channel. (P-004)
III. CLAIMS FOR RELIEF
1. Failure to Perform Statutory DutyThe Redmont Civil Code Act (RCCA), Part XI, §7 provides:
The Defendant, being the Commonwealth of Redmont, is clearly a government body, and has failed to perform a duty required by the APA, which requires:7. Failure to Perform Statutory Duty
Violation Type: Negligent
Remedy: Writ of Mandamus
A person commits a violation if the person:
(a) being a government officer or body, fails to perform a duty required by law; and
(b) the failure causes harm to the plaintiff.
This violation shall not occur where:
(c) the failure was due to circumstances beyond the defendant’s control.
Relevant Law:
Said failure has caused harm to the Plaintiff by depriving Plaintiff of the ability to view transactions that should be publicly disclosed. This has prevneted the Plaintiff from accessing and using this information.7 - Budget and Financial Transparency
(d) With the exclusion of criminal fines, All payments made for any reason by federal government institutions will need to be declared in this channel; all money received by federal government institutions must be reported in this channel.
(i) Federal government institutions without a corresponding Minecraft account are exempt from this. Instead, they must submit a transcript of all transactions in #budget following the end of each Fiscal Month.
Furthermore, there is nothing to suggest “circumstances beyond the defendant’s control” have prevented the Defendant from publishing data. Fact 8 demonstrates that at least one government official still has the ability to post and document transactions themselves.
IV. PRAYER FOR RELIEF
The Plaintiff seeks the following from the Defendant:1. A Writ of Mandamus ordering the Defendant to comply with §7(d) of the APA by declaring legally required federal government expenditures in the public #budget channel; and
2. Nominal damages totaling $7,500; and
3. Legal fees totaling either $3,000 or 30% of the case’s value, whichever is greater, as provided by the RCCA; and
4. Any further relief this Court deems just and proper.
