Strengthen and expand legislation to improve government accountability

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Pugbandit Government Accountability Act” or “PGA Act".
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Former Senator pugbandit.
(4) This Bill was proposed by Deputy Speaker A__C and co-sponsored by Senator black_ven0m, Representative ManagerHell, and Representative Freeze28.

2 – Reasons
(1) Any advantage that is inconsistent from official duty and is unfairly advantaging someone should count as corruption even if it is helping a friend rather than yourself. The court has previously said: “The law on corruption clearly prohibits an individual from using their government position to benefit their own private or corporate interests.” – this must be changed to consider that doing activities which do not serve the people of Redmont must be considered corrupt even if they are helping their friends and not themselves.
(2) Corruption is upon the same level as Electoral Fraud which has a fine of up to $25,000 and some corrupt crimes can be so egregious that they require such high fines (dependent on court’s views).
(3) Witholding information and not reporting it when it comes to government corruption is deeply immoral and breaking the trust of the public as a senior member of the government.

3 – Terms
(1) The following in the rules and laws section:
16.1 - Corruption
To use a government position, elected or otherwise, to benefit one's private interests or corporate ventures. By applying for a position or being elected into a position in government, the player agrees to serve the server over themselves.
Per Offence: Courts may order up to $5000 in fines + Removal from public office for a period no longer than 2 months.


Is changed to:
16.1 - Corruption
To use a government position to act with an intent to give some advantage inconsistent with official duty and the rights of others. This benefit could be for the interest of oneself, or someone else – however if the advantage is considered by the court to be within the official duties of the government official then it shall not be be considered corrupt. By applying for, being appointed to, or being elected into a position in government, the player agrees to serve the server over themselves.
Per Offence: Courts may order up to $25,000 in fines + Removal from public office for a period no longer than 2 months.


(2) Members of cabinet and Congress with the knowledge of corrupt activities (or any activity in the PGA Category of Crimes in the PGA Act) within the government must initiate action upon hearing of the suspected crime, if there is plenty evidence to support the claim. Initiation of action includes one of the following:
- Informing the Office of Attorney General for a prosecution to take place (if no prosecution has taken place after informing them then Congress should be informed with an overview of the situation)
- Informing the public
- Informing Congress

(3) The following is added in the rules and laws section section 16 – “Corruption, Government, & Elections” and is enacted into law:
16.8 – Collusion to Cover
The act of a senior government official (Representatives, Senators, Cabinet Members) with knowledge of any crimes in the PGA Category of Crimes in the PGA Act, attempting to stop accountability by using their influence to avoid the activity facing prosecution (through the Office of the Attorney General) or avoid informing Congress/ the public of the suspected crime.

Per Offence: Courts may order up to $3000 in fines + Removal from public office for a period no longer than 1 month.


(4) PGA Category Crimes are the following: 15.2, 15.3, 15.6, 15.7, 15.8, 16.1, 16.2, 16.3, 16.4, 16.5, 16.6, 16.7, 16.8
