To Establish a National Health Service
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'National Health Service Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Senator Sofia2750.
(4) This Act has been co-sponsored by Senator Sofia2750.
2 - Reasons
(1) During pandemics, the "Medi?" question adds unnecessary waiting time, which could cause further issues, and wasted DOH resources.
(2) The system is mildly predatory, as newbies feel pressured to pay out of pocket.
(3) Having to explain to newbies what Medicare is, can take valuable time, which during pandemics can waste more time, that the DOH cannot afford.
(4) Telling people with potentially contagious diseases to use /vote, go to /spawn, and use the vote rewards, is honestly baffling.
(5) People can often go afk outside of buildings like the Reveille Hospital, spreading diseases. This causes more wasted DOH resources
3 - Repeals
The following acts are hereby repealled:
The Medicare by Default Act is hereby repealed
4 - Automatic Medicare
(1) Any patient at a hospital or clinic who is treated with something covered by Medicare is to use the Medicare system. A patient may not pay out of their own pocket if it is covered by Medicare. Asking for Medicare is not needed.
(2) Any treatment currently not covered by Medicare, and which is not for a pharmacy disease, is to be covered by Medicare.
(3) The only excemption to Section 4.1 and Section 4.2 is if a person explicitly states they want to pay out of pocket, before treatment is provided.
5 - Amendments
Part IX Section 18 of the Criminal Code is amended to the following:
"
18 - Reckless Transmission of a Contagious Disease
Offence Type: Summary
(a) First offence - 5 10 Penalty Units; 10 20 mins imprisonment;
(b) Second offence - 10 20 Penalty Units; 20 40 min imprisonment;
(c) Subsequent offences - 30 40 Penalty Units; 30 56 min imprisonment
A person commits an offence if the person:
(a) Intentionally or recklessly infects another player with a disease, fails to contain it, or causes a non-consensual diagnosis or injury.
(b) Publicly conspires to infect other players with a disease.
(c) Instances of §IX.198.b override Conspiracy to commit a crime.

6 - Forced Treatment
(1) Department of Health employees may forcefully cure players, if they meet any of the following criteria.
(a) Goes to a frequently used teleport (/spawn, /university, /oakridge, etc.) with a contagious disease.
(b) Has been infected by a player with a contagious disease at a frequently used teleport.
(c) Is at a location where they can reasonably infect others, (entrance to the Capitol, public transport, DOS building, road going out of a frequently used teleport or hospital or clinic, etc.) while having a contagious disease. This does not apply to people walking to a hospital or clinic.
(2) Department of Health employees may bring as many cures as reasonably needed with them, for the purpose of forcefully curing players.
7 - Definitions
(1) For the purposes of this act, "frequently used teleport" is defined as: An ingame command available to everyone not in prison, which is heavily used by the playerbase, or is a town or district teleport.
(2) "Medicare" as used in this Act refers to a mandatory healthcare coverage program, sponsored by the federal government of Redmont.
(3) For the purposes of this act, "Covered by Medicare" is defined as: any service provided by the Department of Health, which can be paid for by Medicare.
(4) For the purposes of this act, "Pharmacy Disease" is defined as: any injury or disease, which can only be treated via a cure bought at a pharmacy.
