The Clerk(s) of Congress is responsible for the designation of categories and sorting of Acts. The Clerk(s) (and by extension the Office of Congressional Affairs) should sort Acts based on their primary function with consideration to the public’s understanding of an Act. The Clerk(s)’s decision may be vetoed by the Speaker of the House or the President of the Senate, but neither party has decision capability.

Nay - current organisation is reflective of how the rules and laws page is organised. there is no need for the clerk to have this power.
