Executive Order 55/26 - Fiscal Responsibility and Spending Discipline
By the authority vested in me by the Redmont Constitution

Whereas, a "President may issue and revoke Executive Orders to ensure good governance of the server" (Const. 24(5)).
Whereas, under the Executive Standards Act, § 9, the Department of Commerce is charged with maintaining a prosperous national economic state.
Whereas, a review of the Government ledger for the period of 1 to 25 June 2026 shows that the Treasury's outflows to players have materially and persistently exceeded its income, producing a significant structural deficit.
Whereas, only about fifteen percent of the Government's revenue is durable, being drawn from taxation, shop sales, and rent, while the majority is drawn from the pruning of inactive balances and from fines.
Whereas, pruning and fines are lumpy and non-recurring; last month's position was sustained by an exceptional pruning sweep and elevated fines that are not expected to repeat, and excluding them the underlying structural shortfall is considerably larger than the headline figure suggests.
Whereas, the Treasury's position has recently required the Commonwealth to take a further bridge loan from the Federal Reserve Bank, underscoring the urgency of restoring fiscal balance.
Whereas, sound fiscal management requires that the creation and disbursement of Government funds be properly recorded and authorised.
Whereas, the Commonwealth maintains significant recurring commitments to its people, including universal basic income, the long-term sustainability of which must be secured.
Whereas, the restoration of fiscal sustainability requires the coordinated discipline of the entire executive branch, under the direction of the Department of Commerce.
Whereas, Section 29(1)(b) of the Constitution provides that Secretaries are responsible for "creating and amending departmental policy in accordance with the President's direction."

Section 1. Purpose
The purpose of this Executive Order is to restore the fiscal sustainability of the Commonwealth by placing the executive branch under coordinated spending discipline, by directing the Department of Commerce to develop measures to close the deficit, and by supporting Congress in enacting any legislation needed to that end.
Section 2. The Department of Commerce as Fiscal Coordinator
1. The Department of Commerce is designated to coordinate fiscal discipline across the executive branch.
2. Every executive department and officer shall cooperate with the Department of Commerce, comply with the reasonable fiscal measures it sets under this Order, and provide any financial or spending information it requests, subject to the direction of the President.
3. Where a department disputes a measure set by the Department of Commerce, the matter shall be referred to the President, whose decision is final.
Section 3. Spending Within Appropriations
No department shall expend funds beyond its lawful appropriation.
Section 4. Non-Reliance on Pruning and Fines
1. The pruning of inactive balances and the levying of fines shall not be treated as recurring or budgeted revenue.
2. Departmental and executive budgeting shall be based on durable income and shall not assume the repetition of exceptional confiscation or enforcement events.
Section 5. Development of Fiscal Measures
1. Within seven (7) days of this Order, the Department of Commerce shall return to the President with data and analysis quantifying the deficit, together with concrete, costed measures capable of restoring the Commonwealth to fiscal balance.
2. Such measures may include, without any present commitment to them, the introduction or adjustment of fees for government services, adjustments to taxation, new revenue tools that the Department may bring into effect, and other prudent measures to strengthen durable revenue.
3. For each measure, the Department shall set out its estimated revenue impact and its effect on players and businesses, having regard to fairness and to the need to keep the Commonwealth's commitments to its people, including universal basic income, on a sustainable footing.
Section 6. Support for Congress and Financial Tools
1. The Department of Commerce shall prepare a report for Congress, setting out the state of the Treasury, the options identified under Section 5, and its recommendations, so that Congress may assist in enacting the legislation needed to address the deficit.
2. The Department shall additionally examine financial and monetary tools that may assist in restoring balance, and shall include its assessment in the reports it provides to the President and to Congress.
Section 7. Reporting
1. The Department of Commerce shall keep the President informed of the Treasury's position through a consolidated fiscal report, delivered alongside the analysis under Section 5 and monthly thereafter, including the progress of the measures under this Order.
2. This Order complements, and does not limit, the Department's ongoing review of the Commonwealth's financial framework.
Section 8. Implementation
This Executive Order shall take effect immediately upon its signing.
