By the authority vested in me by the Redmont Constitution, I, Kaiserin_, President of the Commonwealth of Redmont, do declare the following under this Executive Order:
Whereas recent events have shown that stricter presidential oversight is necessary for certain Department policy positions:
§ 1. Presidential Assent on Policy
1. Any written Department policy enacted by a Secretary that:
a. Implements or raises a Departmental fee or service cost;
b. Creates new regulations or requirements on citizens or groups of citizens, excluding those employed within the Department; or
c. Results in significantly increased Department spending,
shall require the explicit assent of the President at the time of enactment in order to be considered enforceable.
2. Any written Department policy that meets these criteria and is enacted without the explicit assent of the President shall be rendered invalid.
3. The President's continuing consent is not required for a policy to be considered enforceable; assent is only required at the time of the policy's enactment.
§ 2. Enactment
1. This Executive Order shall take effect immediately.
2. This Executive Order shall apply only to policies enacted after its signage. Policies enacted prior to the signage of this Executive Order shall be unaffected.
3. This Executive Order overrides any previous Executive Order or policy on Presidential assent to Department policies.
