Executive Order 11/26 - Common Definitions of Time and Date in the Executive
Whereas, Secretaries have the responsibility of "[c]reating and amending departmental policy in accordance with the President’s direction" (Const. 24(5))Whereas, a "President may issue and revoke Executive Orders to ensure good governance of the server" (Const. 24(5));
Whereas, until such a time that doctors are always available at every hour, patients who fall sick when a doctor is not online will be left to suffer ticking damage;
Whereas, the Congress has established a timezone for Redmont in law for certain government purposes (see: Heritage, Observance, and National Occasion of Remembrance Act 3(1));
Whereas, clarity and consistency in the executive regarding time and date would help to ensure good governance of the server;
Therefore, by the authority vested in me by the Redmont Constitution, I, Multiman155, President of the Commonwealth of Redmont, do declare the following under this Executive Order:
§ 1. PURPOSE AND INTENT
The purpose of this executive order is to establish common terminology for date and time used for enforcing laws, regulations, and Orders, as well as providing a framework for executive agencies and other organizations to carve out exceptions on as as-need basis. This Order is intended to flexibly standardize the Executive's use of language regarding time and date and should be read in that light.
§ 2. DEFAULTS
Except where otherwise explicitly stated in manner consistent with the process laid out in §.3 of this Order, the following shall apply to all policies in the Executive when referring to time or date:(1) Default Date Definitions.
(a) Calendar day means the period of elapsed time that begins at midnight and ends 24 hours later at the next midnight.
(b) One Day, when computing the period of time required before impacting the rights or obligation of a citizen, shall begin on one calendar day and shall continue until the end of the next calendar day.
(c) Business day means a calendar day, excluding Saturday, Sunday and legal holidays defined in Statute or Executive Order.
(d) One Week means seven calendar days.
(e) Calendar Month means the period from a day of one month to the corresponding day of the next month if such exists or if not to the last day of the next month (as from January 3 to February 3 or from January 31 to February 29).
(f) One Month means the lesser of: (i) a calendar month, or (ii) a continuous period of thirty (30) calendar days.
(g) One year means a period of time equal in length to that of the year in the Gregorian calendar.
(2) Default Timezone. To attempt to maintain consistency with the Heritage, Observance, and National Occasion of Remembrance Act, the default timezone assumed in an executive policy shall be Eastern Time (New York, United States). For avoidance of ambiguity, this time shall be taken as defined by the National Institute of Standards and Technology of the United States Department of Commerce.
§ 3. DEPARTMENTAL FLEXIBILITY
Noting that particular uses of time and date may require more specific definitions within departments, departments may adopt and use alternate definitions of time and date within their policies, provided that:(1) Alternate Definitions are Disclosed in Policy. When a definition of time or date used by a department differs from that given in §2, the Department must plainly disclose such alternative definition in said policy.
(2) Alternate Definitions are Disclosed in Application. When a definition of time or date used by a differs from that given in §2, and such definition impacts the constitutional, statutory, or natural rights of a citizen, and when a department using such definition intends to take or provide notice of pending adverse action against such citizen, alternative definitions of date and time in-use must be disclosed to such citizen at the earliest time practicable.
(3) Alternate Definitions are used Reasonably. Alternative definitions of time and date used in department policies shall only be used in a manner that is specifically and narrowly framed to accomplish a particular legitimate purpose consistent with that department's responsibilities.
(i) Exception for timezones. Notwithstanding § 3(3) of this Order, departments may choose to adopt the timezones of Anywhere on Earth (UTC-12), Pacific Time (U.S., Los Angeles; as defined by the National Institute of Standards and Technology of the United States Department of Commerce), UTC, Australian Western Standard Time (UTC+8; Australia, Perth), and/or Australian Eastern Standard Time (UTC+10; Australia, Brisbane). Such adoptions of an alternate timezone must still follow requirements laid out in § 3(1-2) of this Order.
§ 4. IMPLEMENTATION
(1) Department policy newly written on or after 15 February 2026 must comply with this Order at the time of its issuance.(2) Existing department policy must be updated within 60 calendar days of the issuance of this Order to comply with this policy. During that 60-day transition window, department policy may continue as-is. After such window closes, all department policy shall be read in line with this Order.
