Executive Order 06/26 - Bringing Back Hospital Chestshops​

Whereas, Section 29(1)(b) of the Constitution directs that Secretaries have the responsibility of "[c]reating and amending departmental policy in accordance with the President’s direction."
Whereas, a "President may issue and revoke Executive Orders to ensure good governance of the server" (Const. 24(5));
Whereas, until such a time that doctors are always available at every hour, patients who fall sick when a doctor is not online will be left to suffer ticking damage;
Whereas, it is the basic duty of the Department of Health to maintain and upkeep a national health system (c.f. ESA 12(1)(a));
Whereas, the Redmontian Health Service Act criminalizes the sale of and self-administration of "Class A" treatments, and holds that "all treatments shall be automatically assigned to class A" except where policy establishes otherwise;
Whereas, executive action must be taken to ensure that the most common illnesses are treatable by self-administration in order to ensure the good operation of the server during times of day when doctors are not online;

Therefore, by the authority vested in me by the Redmont Constitution, I, Multiman155, President of the Commonwealth of Redmont, do declare the following under this Executive Order:


§ 1. INTENT AND PURPOSE

The purpose of this executive order is to ensure that citizens of Redmont are able to access medical treatment at all times, even when doctors are not online. This EO is intended to require that Department of Health policy abide by this principle, and should be read in that light at all times.

§ 2. DOH POLICY TO BE ADOPTED

(1) Policy. The Department of Health shall classify health treatments properly used for the treatment of a broken leg, broken wrist, common cold, chicken pox, and flesh wound as Class C treatments.

(2) Creation of chestshops. The Hospital shall create chestshops accessible to the public from which the public may buy health treatments for each the health conditions specified in § 2(1) of this Order. These chestshops shall have a price of no higher than twice the amount a doctor receives from medicare for administering such a treatment to a patient.

§ 3. IMPLEMENTATION

(1) Timeline for policy adoption. The Department of Health shall create and/or amend its policy in order to fully adopt the policy laid out in §2(1) within 12 hours of the issuance of this Order.

(2) Timeline for chestshop restoration. The Department of Health shall create all chestshops specified in §2(2) within 24 hours of the issuance of this Order.

(3) Public Comment and Subsequent Modification. The Department of Health may deviate from the policy specified in § 2(1) of this Order only following a fourteen-day public comment period. In order to begin this period, the Department of Health must open a forums thread titled "Public Comment: Hospital Chestshops for Common Treatments" in the Department of Health's Information and Policy Forum. The first post in that thread must contain the specific changes to policy the Department of Health is proposing. Such thread must be accessible for viewing by all logged-in users, and all logged-in users shall be able to give comments in that thread for fourteen days. At the conclusion of the fourteen days, the Secretary of the Department of Health shall review all comments and may subsequently issue a final change to policy.
