Executive Order 02/26 - Willow Advisory Committee​

Whereas, pursuant to Executive Order 23/25, "Willow is a District under the control of the Commonwealth government, separate from Reveille or any Town";
Whereas, pursuant to Executive Order 23/25, "Willow is under the primary jurisdiction of the Department of the Interior, which is responsible for its development and maintenance, as well as the regulation of farming practices within the District";
Whereas, Section 24(5) of the Constitution permits the President to "issue and revoke Executive Orders to ensure good governance of the server";
Whereas, the Department of the Interior has taken thorough and strong initiative to revitalize Willow under the tenure of Secretary Winterwolf;
Whereas, the Department of Construction and Transportation has helped to revitalize Willow's residential zoning and central business district;
Whereas, the creation of an advisory body to Willow, composed of Willow residents, would continue this progress help to secure continued good governance of the Willow District of Redmont;
Whereas, Section 29(1)(b) of the Constitution tasks Secretaries with "[c]reating and amending departmental policy in accordance with the President’s direction".

Therefore, by the authority vested in me by the Redmont Constitution, I, Multiman155, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

§ 01. Creation of the Willow Advisory Committee

(1) Purpose and scope. The Willow Advisory Committee (WAC) is hereby created as an advisory body subordinate to the Department of the Interior. The WAC shall have the purpose of providing recommendations to the Secretary of the Department of the Interior regarding the governance of Willow; the WAC shall not have nor be granted any authority other than to make recommendations to the Secretary of the Department of the Interior regarding the governance of Willow except where otherwise granted in this Order.

(2) Membership. The WAC shall be composed of no more than three individuals, all of whom shall be residents of Willow for the entire duration of their term. Two members shall be appointed by the President of the Commonwealth of Redmont; one member shall be appointed by the Secretary of the Department of the Interior. Members may be removed at the pleasure of the President (for individuals appointed by the President) or the Secretary of the Department of the Interior (for individuals appointed by the Secretary of the Department of the Interior). Terms shall, by default, last the shorter of 2 months from the date of appointment or the amount of time remaining in a Presidential term.

(3) Oversight. The WAC shall be directly overseen by the Secretary of the Department of the Interior, who shall have access to all communications of the WAC; the President may designate additional individuals to have access to the communications of the WAC. The WAC shall, from time to time, issue reports to the Congress and the President on its activities.

(4) Internal Affairs. The WAC shall conduct all business within a channel or dedicated set of channels on the Cabinet discord server. The WAC may adopt rules by absolute majority regarding:
(a) the WAC's procedure for approving recommendations to be sent to the Department of the Interior; and
(b) the WAC's procedures for handling general business, including rules of order.

§ 02. DOI Policy to be Created and/or Amended

The Secretary of the Department of the Interior shall, within 7 days of the issuance of this order, create and/or amend Department of the Interior policy to ensure that the Department of the Interior shall operate in accordance with the following:

Department of the Interior-Willow Advisory Committee Relations​

The Willow Advisory Committee (WAC) shall be subordinate to, and shall report to, the Secretary of the Department of the Interior. Upon receiving a recommendation from the WAC, the Secretary of the Department of the Interior shall review and offer a response to such recommendation within 14 days of receipt. The recommendations of the WAC create no binding obligations upon the Department of the Interior, but should be given strong consideration during decision-making as it pertains to Willow.

The Department of the Interior, when considering recommendations, must avoid implementing the conversion of existing rental farm plots into privately owned plots. The Department of the Interior shall ensure that Willow remain a district focused principally upon agriculture and farming; any recommendations accepted must be consistent with this theme.

§ 03. Logo

The logo of the Willow Advisory Council shall initially be that of the District of Willow. The Department of the Interior may change such logo at any time, upon recommendation from the Willow Advisory Council.

§ 04. Enactment

This Executive order takes immediate effect.
