A BILL TO

AMEND THE ECONOMIC STANDARDS ACT TO GRANT BRANCH AUTONOMY OVER COMMISSIONS




The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I — PRELIMINARIES

1. Short Title and Enactment


(1) This Act may be cited as the ‘Branch Commission Autonomy Act’

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Representative EATB.

(4) This Act has been co-sponsored by Speaker of the House xXTheoryXx.

(5) This Act amends the following acts:

(a) Economic Standards Act

2. Reasons and Intent

(1) The current phrasing of the Economic Standards Act limits the ability to set or modify commissions beyond the statutory table strictly to "executive department policy within the Executive."

(2) The Judiciary and the Legislature also require the flexibility to adequately and dynamically compensate their staff (such as Clerks, Magistrates, Judicial Interns, or OCA staff) based on shifting workloads.

(3) This amendment broadens the language, explicitly granting the judicial branch and the OCA the additional authority to determine and issue commissions for their respective staff through their own written policies.

PART II — AMENDMENTS TO THE ECONOMIC STANDARDS ACT

3. Amendments to Commissions


(1) Section 4(5)(a) of the Economic Standards Act shall be amended as follows:

"4 - Government Wages

(5) Commission

(a) Issued at the following rates from the Department/Branch Budget, or as otherwise provided within executive department policy within the Executive beyond these commissions. in the written policies of executive departments, the judicial branch, or the Office of Congressional Affairs, in addition to these statutory commissions.
