Appropriate Money for October 2025

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the 'Appropriations Act - OCT 2025.'
(2) This Act shall be enacted at the beginning of the Fiscal Month of OCTOBER 2025 or upon its signage, whichever comes later.
(3) This Act has been authored by President Juniperfig.
(4) This Act has been sponsored by Speaker Multiman155 and co-sponsored by Deputy Speaker RealImza.

2 - Reasons
(1) To appropriate money for October 2025.
(2) To amend the Appropriations Act - JUNE 2025.
(3) To amend the Appropriations Act - JULY 2025.
(4) To amend the Appropriations Act - AUGUST 2025.
(5) To amend the Appropriations Act - SEPTEMBER 2025.

3 - Notes
(1) This is an exhaustive list of all expenses.
(2) Commissions are included.
(3) All government departments, the Legislative branch, and the Judicial branch will receive a monthly budget.
(4) The judicial budget does not include court payouts and fines.

4 - Departments will be apportioned the following from the Government Balance:
(1) Department of State (DOS): $400,000;
(2) Department of Homeland Security (DHS) $350,000;
(3) Department of Justice (DOJ): $300,000;
(4) Department of Commerce (DOC): $600,000;
(5) Department of Public Affairs (DPA): $550,000;
(6) Department of Construction and Transportation (DCT) $500,000;
(7) Department of Health (DOH): $500,000;
(8) Department of Interior (DOI): $335,000;
(9) Department of Education (DOE): $550,000.

5 - Presidential Reserve
(1) The President will have a discretionary fund for the purposes of appropriating to executive departments as required. This reserve is set at: $100,000.

6 - Branches and Additional Entities will be apportioned the following from the Government Balance:
(1) Legislature (LEG): $100,000;
(2) Judiciary (JUD): $350,000;
(3) Federal Reserve Bank (FRB): $50,000.

7 - Budget Tracking
(1) Any expenditure of Commonwealth Funds over $0 is to be reported in the ⁠⁠#budget channel with the reason for the expenditure provided.
(2) Expenditure commands from all departments, the Legislature, the Judiciary, and the FRB sent in the ⁠budget channel must require a <reason> argument at the end of the command prior to being sent.

8 - Fiscal Accounts
(1) All Departments — as well as the Legislature, and the Judiciary— shall have a Minecraft account, which shall be apportioned the monthly budget in its balance. The entities and the names of their respective account shall be:
(a) DOS: GovForeign;
(b) DHS: GovSecurity;
(c) DOJ: GovJustice;
(d) DOC: GovCommerce;
(e) DPA: GovEvents;
(f) DCT: GovDevelop;
(g) DOH: GovHealth;
(h) DOI: GovInterior;
(i) DOE: GovEducation;
(j) LEG: DCGovernmentLEG;
(k) JUD: DCGovernmentJUD.

9 - Amendments
(1) This Act may be amended during the Fiscal Month of October 2025 to increase or add money to any entity.
(2) Appropriations Act - JUNE 2025 is amended as follows:

(3) Appropriations Act - JULY 2025 is amended as follows:

10 - Special Purpose Appropriation
(1) The Department of Education shall be allocated an additional $450,000 for the purpose of paying out trade payments. These funds may only be used for this purpose. For example, they may not be used to support salaries, wages, or any other expenses aside from the payout of trade payments. At the end of the month of October, leftover money shall be returned to the Government balance. This restriction shall supersede any other conflicting statutes, policies, or other regulations.

:abs: I was unsure of if some departments needed allocations of that size, better to let the rest decide, however I wont nay as these departments certainly need something. Judging that departments requested the sums themselves, I can not properly assess the reasoning and therefore will abstain for the risk.
