The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the 'Accountability Act'

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by End.

3 - Amendments to the Constitution:

49. Dereliction. A Congressional Member will be deemed to have committed dereliction of their duties if they fail to vote on 5 or more bills/motions which fail due to not meeting quorum, or fall below the playtime required to vote in elections. If these offenses occur while the Congressional Member is on Leave of Absence, they will not be deemed to have commited dereliction of their duties. Changing the definition of Dereliction will require four-fifths majority in Congress.

Changes to:

49. Dereliction
Congressional members have been derelict in their duties when:

(a) they do not have enough playtime to vote in elections.

(b) they fail to vote on a legislative matter requiring their vote ten times in the term that they are serving.

(i) Votes are not required when a motion or bill is called early and progressed prior to the end of voting or a member is on an approved LOA prior to voting.

(ii) Playtime is not required if a member is on LOA prior to going under the necessary playtime.

Aye - I do believe this is a worthwhile change, although I do wish a little more leeway was given for missed votes.
