Regulate Willow Spending
The residents of Willow, through their elected representatives in the Council and the force of law ordained to that Council by the people through the Willow Constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Willow Funds Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by TheReal42Person.
2 - Reasons
(1) Willow funds currently just sit in the balance of the in-game business.
(2) Willow should be able to allocate these funds to different projects and, in the future, Town Offices.
(3) Town Council members and Town Employees need to be paid.
3 - Appropriations
(1) The Town Council must pass an Appropriations Act no later than the 1st of each month for the respective months. (i.e. the June Appropriations must be passed before June 1st).
(2) Town Offices must be defined in the act and may not overspend.
(3) All spending must be reported to the Mayor for logging.
(4) Appropriations Acts must consist of a budget for each Town Office, salaries, town employee commissions, and any other fund allocations that the Town has an interest in for the following month.
4 - Fund Tracking
(1) A channel in the Willow Discord, called #funds, will be created and must log all revenue and expenses.
5 - Bank of Willow
(1) The Bank of Willow funds are allowed to be used for Town purposes, but the Town may not refuse the return of funds to players who keep money stored in the Bank of Willow.
(2) The Bank of Willow is governed by the Town Treasurer.
6 - Salaries
(1) The Mayor shall receive a monthly salary of $2,000.
(2) The Deputy Mayor shall receive a monthly salary of $1,500.
(3) The Town Manager, Special Advisor(s), and Town Treasurer shall each receive a monthly salary of $1,000.
(4) Each member of the Town Council shall receive a monthly salary of $1,000.
(5) Town Employees are contracted and shall receive commission pay.
(a) Town Employees shall receive a monthly salary of $0.
7 - Grants
(1) The Town Council may appropriate grants outside of a monthly Appropriations Act.
(2) Grants may be made only to businesses which operate within the Town of Willow.
