CONSTITUTION

PREAMBLE


Farmers and citizens around hereby establish this mandate to ensure a local government that is stable, active, and democratic. This constitution establishes an executive and legislative that works directly together in the interests of the town.


I. THE EXECUTIVE
(1) The Executive of Willow shall consist of the Mayor, Deputy Mayor, and any additional roles
created through the town’s legislative process.

(2) The Mayor and Deputy Mayor are elected for a term of 4 months.

(3) The Mayor is the leader of the town, and shall retain the following powers:

(a) The Mayor may veto any bill passed by the town legislature.
(b) The Mayor may oversee and manage the town of Willow and its assets.
(c) The Mayor may hire, fire, and manage any persons employed by the town of Willow,
including but not limited to:
(i) Town Manager
(ii) Special Advisors
(iii) Town Treasurer
(iv) Town Employees
(d) The Mayor may override decisions made by Deputy Mayor and/or council members.

(4) The Deputy Mayor will assist in the duties of the Mayor, and shall retain the same powers of
the Mayor in their absence.

(5) In the event that a Mayor is absent or unable to perform their duties, the Deputy Mayor shall become Acting Mayor until the Mayor is able to return to their normal duties.
(a) If the Deputy Mayor resigns, the Mayor may appoint a new Deputy Mayor with confirmation
of the Town Council.

(6) In the event that the Mayor is removed or resigns, the following line of succession shall take
place:
Deputy Mayor
Town Manager
a. If neither of these positions are filled, a Special Mayoral Election shall be held.
b. Lower positions do not ascend when a position becomes vacant.


II. THE LEGISLATIVE
(1) The Legislature of Willow shall consist of a single unicameral Town Council which shall
consist of the Deputy Mayor and five Councilors.
(a) The Deputy Mayor may propose and vote on legislation. The Deputy Mayor serves as a
chair of the Town Council and may cast a single tie-breaking vote, if the need ever arises.
(b) The Mayor does not vote on Council bills/proposals.

(2) The Town Council shall consist of the following voting members:
(a) Chief Architect
(i) Responsible for the development and infrastructure of Willow.
(ii) Responsible for the management of the Office of Town Development.
(b) Commercial Director
(i) Responsible for the management of commercial plots within Willow.
(ii) Responsible for promoting and allowing businesses to prosper within Willow.
(iii) Work closely with the Willow Treasurer to manage spending.
(c) Public Relations Director
(i) Responsible for event hosting in Willow.
(ii) Responsible for creation of local holidays and seasonal decoration.
(d) Residential Director
(i) Responsible for the management of residential regions of Willow.
(ii) Responsible for the management of farm plots within Willow.
(e) Sheriff
(i) Responsible for keeping law and order in the Town of Willow.
(ii) Reporting of farm violations to the DOI and DOJ.
(iii) Reporting violations of Redmont law to the DOJ.

(3) While also serving on the Council, the Councilors will also advise the Mayor and Deputy
Mayor on ideas and plans related to the town.

(4) The Legislature of Willow will retain the following powers:
(a) The Council may create, modify, and amend the laws of Willow via a majority, with the
exception of Constitutional Amendments.
(b) The Council may motion for an action, declaration, and anything else prescribed in this
Constitution via a majority.
(c) The Council may amend the Constitution as prescribed by Section V of this Constitution.
(d) All Council decisions must receive Mayoral Assent before being signed into law.

(5) The Mayor has the discretion to add and remove any additional Special Advisors for special projects outside of the prior mentioned portfolios.
(a) The Mayor may appoint up to two (2) Special Advisors.

(6) The Council may vote to remove another Councilor on the basis of inactivity, hostility, or
violation of the Willow Constitution or By-Laws.
(a) The Council may not vote to remove the Mayor or Deputy Mayor.

(7) At the beginning of each month, the Town Council must appropriate a budget for the Town to
spend.
(a) No money may be paid out to any member of the Willow government without unanimous
Town Council support.


III. ELECTIONS
(1) Rules for the Election of Mayor and Deputy Mayor:
(a) Mayor Requirements:
- Resident of Willow
- 120 hours of total active playtime
- 12 hours of playtime in the past 30 days
- Active on discord, in-game, and on forums
- Has not been Mayor of Willow 2 times prior
- Has not been Deputy Mayor of Willow 2 times prior
(b) Deputy Mayor Requirements:
- Resident of Willow
- 72 hours of total active playtime
- 12 hours of playtime in the past 30 days
- Active on discord, in-game, and on forums
- Has not been Mayor of Willow 2 times prior
- Has not been Deputy Mayor of Willow 2 times prior
(c) Election Months for Mayor/Deputy Mayor:
(i) December, April, August

(2) Rules for the Election of the Town Council:
(a) General Councilor Requirements:
- Resident of Willow
- 24 hours of total active playtime
- 12 hours of playtime in the past 30 days
(b) Additional Requirements:
(i) Public Relations Director
- Event Coordinator/Event Manager in the Department of Public Affairs
(ii) Sheriff
- Rank of at least Police Officer within the Department of Justice
(b) Election Months for Town Council:
(i) December, February, April, June, August, October

(3) If a candidate is elected in both the Mayoral election and Council election they automatically forfeit the Council seat, with the Council seat being awarded to the next candidate in line
according to number of votes.

(4) Elections begin on the 1st day of the electoral month listed in each section.

(5) Elections are overseen by the Department of State.

(6) In order to be eligible to vote in Willow elections, players must meet the following requirements:
(a) Resident of Willow
(b) 6 hours of active playtime
(c) Registered to vote with the Department of State

(7) If a vacancy arises in the Council, the Mayor will nominate a replacement without approval of the Council.


IV. GOVERNMENT OFFICES
1 - Office of Town Development
(1) The Office of Town Development is charged with the following duties and responsibilities:
(a) Creation, development, and maintenance of Town infrastructure
(b) Enforcement of the Town Building Regulations
(c) Responsible for management of eminent domain.
(2) Positions:
(a) Chief Architect
(b) Town Builder (Employee)

2 - Office of Business
(1) The Office of Business is charged with the following duties and responsibilities:
(a) Regulation of businesses within the Town, making sure they follow town regulations
(b) Approval of Willow Business Grants
(c) Publishing Willow treasury logs and Town spending
(2) Positions:
(a) Commercial Director
(b) Town Treasurer (Appointed By Mayor)

3 - Office of Public Relations
(1) The Office of Public Relations is charged with the following duties and responsibilities:
(a) Advancing the spirit of Willow
(b) Organizing and hosting community events in Willow
(c) Liaison with other towns for inter-town events
(2) Positions:
(a) Public Relations Director
(b) Event Planner (Employee)

4 - Office of Residence
(1) The Office of Residence is charged with the following duties and responsibilities:
(a) Regulation and management of housing in Willow
(b) Hosting resident polls
(c) Publishing a State of Willow Report once a month
(2) Positions:
(a) Residential Director

5 - Office of the Sheriff
(1) The Office of the Sheriff is charged with the following duties and responsibilities:
(a) Maintaining the peace and good order of the Town, through lawfully exercising its power
equally to enforce the laws of the Town of Willow.
(b) Working with Federal Police and Rangers to enforce animal regulations.
(2) Positions:
(a) Sheriff
(b) Sheriff Deputy x2 (Employee)


V. RELATIONSHIP TO REDMONT
(1) All laws passed by the Federal Government of the Commonwealth of Redmont are to be
binding and enforceable within the bounds of Willow.


VI. AMENDMENTS
(1) Any bill which seeks to modify this Constitution must receive unanimous consent from the
Town Council.
