Establish A Verbally Threatening Act​

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Verbally Threatening Act”.
(2) This Act shall be enacted immediately upon its signage.

2- Verbally Threatening
(1) This will follow the punishments of Assault.
(2) This is active when a player is threatening another player with the use of a gun and/or weapons or through any forms of communication, in order to put them in danger to prompt them to commit an action.
(3) When a player on the street says: "I'll kill you!”, is an example of not verbally threatening another player.

3- Punishment
(1) When the victim has proof, the Police Officers can charge the player who is guilty: 100 dollars.

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

(1) This Act may be cited as the “Communication Extension Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) The Act has been co-sponsored by: Senator awwimnicki

Reasons
(1) More players tend to verbally threaten them through messages rather than pointing a weapon at them or global chat.
(2) These laws should cover harassment or verbal threats in direct messages.

1 - Amending Section 2.2 of the “Verbally Threatening Act”
(1) From:

(2) Upon this act being signed into law, Rule 13.2 Verbal Threats will be updated with the new amendment stated in Section 1.1.

2 - Amend Law 13.9 Harassment
(1) From:

A person who uses disorderly behavior to an individual, a group of individuals or on global chat, that may be deemed to a reasonable person as causing harassment, alarm or distress, will be guilty of an offence.
Per Offence: $50-80 Fine + 5 Minutes Jail

A person who uses disorderly behavior to an individual, a group of individuals, through any forms of communication, that may be deemed to a reasonable person as causing harassment, alarm or distress, will be guilty of an offense.

Nay - Private Discord DMs do not fall under Government Jurisdiction, if there is a genuine issue you can block a user or the staff team is capable of handling it. Furthermore the punishments apply in game, and do not prevent a user from engaging in harassment via Discord DMs.
 

Presidential Assent

This bill has been granted presidential assent and is hereby signed into law.

I understand the opposition to the bill, but it was amended to no longer specify discord DMs. Considering that all other laws apply solely to in-game or DC discords despite being stated in general terms, I find that this act's definition of "communication" will also solely apply to areas over which the DC Government has jurisdiction.

(1) As off right now, is someone was to threaten someone to do something with a axe, it wouldn’t be protected under the Verbal Threats bill.

2 - Reasons
(1) At the moment, verbal threats are active only when a player is threatening another player to prompt them to commit an action, not just threatening them about ex. murder, assault etc.
(2) Verbal Threats shouldn’t be the same amount fine as other much more criminal fines (e.g murder)
