Change the Verbal Threats punishment

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "Verbal Threats Repair Act”
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been co-sponsored by: Representative ReinausPrinzzip

2 - Reasons
Currently, the only punishment for Verbal Threats is only a fine and no real punishment like jail time.

3 - Change the following law in the PVP and Trespassing laws section:

Changes:

Verbal Threats This is active when a player is threatening a player with a gun to do something.
Per Offence: $100 Fine

To:

Verbal Threats This is active when a player is threatening a player to do something.
First Offence: $50 Fine + Verbal Warning
Second Offence: $75 Fine + 5 minute jail
Third Offence: $100 fine + 10 minute jail

Abs - I would just want an increase in the fine amount. $50-$100 is not a lot for issuing a threat.
