Bring a new law to Redmont alongside new duties for Recycling Operators.

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “The Grover Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been co-sponsored by Representative Ersy


2 - Reasons
(1) I and many other on different occasions have gone to spawn and had their inventory filled up by random items players toss around.
(2) Right now, there is no real use for trash bins around the city.
(3) Recycling Operators are a fairly useless job currently.
(4) Nobody likes a messy inventory.
(5) The passing of this bill will promote the use of public and private trash bins around Hamilton and other towns.

3 - Terms
(1) A new crime, “Littering”, shall be defined as “The act of dropping unwanted items, not in a trade, in high traffic areas such as Spawn, Bus Warps, The Airport, The Train Station, Hospital, Shops, and others” added under Miscellaneous Laws.
(2) The punishment for littering shall be as follows:
1. First Offense: Verbal warning by officer and report on record
2. Second Offense: Verbal warning by officer, report, and $15 fine
3. Third Offense and after: Verbal warning by officer, report, and $20 fine
(3) A verbal warning would go something like, "Remember, don't litter around the city, we have trash cans for a reason."
(4) Recycling Operator guides and exams will be updated to inform that they are able to go around to the trash bins in Hamilton and gather items for whatever they wish to do with them.

Veto

This bill has been vetoed with the consent of cabinet & the Vice President for the following reasons:
- Officers are unable to see who originally dropped the items, it would require staff intervention to see who dropped such.
- Trash cans would fill up with un-recyclable items that Recycling Operators wouldn't want to take.
- A littering crime just isn't practical on a Minecraft server, too difficult to enforce.
