INCREASE THE STABILITY OF THE BICAMERAL LEGISLATURE FOR THE GOVERNMENT​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:


PART I — PRELIMINARIES

1. Short Title and Enactment

(1) This Act may be cited as the ‘Stability Act’

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Former Representative Cr_2007.

(4) This Act has been Sponsored by Representative Kaizered.

(5) This Act has been Co-Sponsored by Representative FishyFish_.

(5) This Act amends the following acts:

(a) Constitution

(b) Legislative Standards Act

2. Reasons and Intent

(1) The current structure of our bicameral legislature gave too much power to the Speaker of the House and the President of the Senate. They can individually submit a request to dissolve their corresponding house, and this act not only does not always reflect public opinion, but also have the ability to create chaos within the society.

(2) This act seeks to stabilize such power structure by limiting the ability given to the Speaker of the House and President of the Senate, creating more checks and balances within the legislative branch and achieving a greater overall stability within the legislative branch.

PART II — AMENDMENTS

3. Amendments to the Constitution

(1) Part III, Section 24, Subsection 6 of the Constitution shall be amended as follows:

(6) Dissolve Legislative Bodies. The President may dissolve the House of Representatives upon request from the Speaker and the Senate upon request from the President of the Senate.

(6) Dissolve Legislative Bodies.
The President may choose to dissolve the House of Representative within 24 hours of being notified by the Speaker of the House if all of the followings are met:

1. A Motion to Dissolve is passed.
2. The Speaker of the House requests the President to dissolve the House of Representative.

The President may choose to dissolve the Senate within 24 hours of being notified by the President of the Senate if all of the followings are met:

1. A Motion to Dissolve is passed.
2. The President of the Senate requests the President to dissolve the Senate.

4. Amendments to the Legislative Standards Act

(1)Part 11 of the Legislative Standards Act shall be amended as follows:

(16) Motion to Dissolve

(a) A Motion to Dissolve may only be proposed by the Speaker of the House and President of the Senate unless this power is expressively delegated to another member in their respected chamber.

(b) A Motion to Dissolve may be passed by any congressional chamber independently.

(c) A Motion to Dissolve proposed requires ⅔ of all members in the respected chamber to vote in favor of the motion.

(d) Upon passage of the motion, the Speaker of the House or the President of the Senate have 24 hours to request the president to dissolve their respective chamber.
