STATE OF THE COMMONWEALTH

The purpose of the State of the Commonwealth Reports is to increase Cabinet transparency and provide an insight into the happenings of the Government. This information is provided in good faith and although it may be listed here as a goal, it may not occur. This report simply outlines Government achievements, plans, and goals.

DEPARTMENT AND CABINET ACTIVITY

Department of State (DOS)

Achievements in August:

- Completed the Sixth National Census!
- Auditing reform progress: Implemented new more concise template for audit surveys with the goal of encouraging more respondents (thank you to Kay_Jee for helping me).
- Added all scheduled elections to the DOS server calendar for the remainder of the term.
- The elections elected.

Goals for September:
- Revise Electoral Officer pay structure.
- Continue audit reform efforts.
- And more...

Department of Construction & Transport (DCT)

Achievements in August:

Many!

Handover of the Willow Animal Shelter to the DOI.

Completion of new player farming area, removal of main Willow area new player restrictions.

Streets decorated with variable tree types.

Hospital renovation.

Removal of the old prison and start of military base construction.

Hundreds of evictions

And much much more!

Department of Health (DOH)

Achievements in August:

* Reveille Main Hospital has been restructured at our request by Secretary xEndeavour; this was done to improve the workflow of our work in the long run; to actually utilize a lot of previously unused space; and to prepare for upcoming updates to the department.
* Several small quality of life changes with in-game attend notifications, including a new offline "On Call" role which will inform available Doctors on Discord if none are on in-game. (Thanks Tech!)
* Internal "Health Advisory Council" expanded to include Epidemiologists; all significant changes to health systems or internal structure should be reviewed by The Council.
>> We are compiling the data received from the prior month's health survey to start to determine which changes would be most welcome by the general public.

Goals for September:
* This month is now all about two things: (1) restructuring private healthcare through pharmacies and (2) working out the technical details of a Paramedic re-implementation
>> Both of these things will require heavy staff involvement but I'll try my best to make the request from the department's side as clear as possible and to try and re-purpose already existing systems wherever possible so that implementation is easier.
* In the meantime, I expect the Health Advisory Council to continue discussing several internal changes:
>> VACCINES: figuring out how vaccines will be re-implemented; their effect, the applicable diseases, who can administer them, etc...
>> Updating some health treatment recipes and make the crafting follow a logical structure
>> Updating our medical training workflow from Trainee > Doctor
>> Utilizing the classroom space at the University Hospital to make our resources for learning the job more accessible.

Department of Commerce (DOC)

Achievements in August:

Continuation of the SOWF, successfully cleared the backlog on our forums, transitioned to new business registration system in order to be compliant with the Legal Entity Act

Goals for September:
A soft-reset of department activity, increasing our transparency and communication, continuation of SOWF.

Approximate Funds Spent:
Not Including Insurance payouts, ~300k.

Assuming I get confirmed, I would like to promise you a DOC like never before in the coming month of September.


Department of the Interior (DOI)

Achievements in August:

- Multiple tenders opened
- Updated tender policy
- Continued ranger work days
- Hired 7 rangers, and 1 new supply officer
- Continued ranger work days
- Willow shelter (exterior) (thank you DCT, we'll somehow figure out an interior)
- Working with DCT for more farm plots

Goals for September:
- Farmland regulations policy (more revisions, and more review)
- Finishing the Willow Shelter
- Ranch plots (been working together with DCT and some wonder representatives, next Congress should be able to handle this)
- Holiday celebrations
- Training revamp
- More tenders
- Selective Variable Tenders

Department of Public Affairs (DPA)

Achievements in August:

Made progress with the union, pulled out a bunch of new events and a ton of new Event Coordinators have begun running their own events! We have changed our leadership and management structure to take the workload off of the Event Managers and helps to make sure everything runs smoothly. We have also started to review past events for areas of improvement and added in event pre-testing to make sure larger events run more smoothly!

Goals for September:
MYTHS AND LEGENDS is the theme for September. We have events each week from ancient greece to Aventura alongside tricky games and massive mazes!!!! We are excited to run such a diverse set of events this month and work with the new President/VP to create the DPA that I strived to immortalize when I was nominated!

Approximate Funds Spent:
The DPA worked exceptionally hard in the latter half of the month and almost 90% of the budget was directly utilized, exceeding our expectations.

Department of Education (DOE)

Achievements in August:

Lowering exam prices back down from $50 to $25, adding many new items along with tweaking old items to better fit the current economy. Patenting 22 private items in one month! Just under $300k total.

Goals for September:
More private patents, updating and reviewing law exams, more tour guides, an event hopefully!

Approximate Funds Spent:
~200k


Department of Homeland Security (DHS)

Achievements in August:

New training guide
- Training was completely overhauled and is much more indepth and requires greater mastery before progression. Of course, updated to remove a lot of antiquated information. We have our first officers testing out the curriculum now, which should lower the amount of lawsuits.

Internal Structuring and Balance
- We have a much more healthy set of command and influx of recruits, meaning better lines of communication and preventing problems faster as they arise

Ticket and Judiciary Speed increases
- Obviously, we're not perfect, and some tickets can get long, but only 3-4 of our 15+ tickets have been open longer than a week, preventing time wasting for all sides and 'losing the trail' of crimes. Judiciary still needs work but most verdicts are getting answered significantly faster than a few months ago, and the backlog from 5+ months ago has been completed.

Goals for September:
Additional changes to training
- It's not perfect, and after a wave of trainings, we'll figure out what needs to be changed and improve further

New Leadership
- We'll be moving more police officers and sergeants into leadership roles throughout the next month(s) in order to give fresh perspectives to the department.

Additional increases in Ticket and Judiciary Speed Increases
- I will be creating a Judiciary Training guide to replace the outdated ones with better examples of what does/doesn't require a warrant, how and when to request them, and how to action difficult warrants/verdicts.

Approximate Funds Spent:

TOWN STATUS

Town of Oakridge

Achievements in August:

- finished most of the new station and neighbour project
- hosted 3 town events
- beat aventura in town olympics
- hosted numerous auctions
- discord tweaks

Goals for September:
- paste new station and neighbourhood with that
- New exhibit in the museum
- changes to town bylaws and property standards

Town Balance:
$3,346,921.81 (Data collected September 4th)


Town of Aventura

Achievements in August:

- Discord changes
- Hosted the town Olympics with the help of Oakridge
- Had the new Aventura metro regioned and set up
- Auctioned plots
- Hired new Event coords
- Posted the second monthly Aventura Approval ratings
- Had a town council meeting (Discussing upcoming projects and setting dates for them)
- Held a new play cplot giveaway (Giving 5 new players a cplot to use in Aventura)

Goals for September:
Aventura range station
Newport expansion/redesign
Grants!! (We are working with our commerce head to redefine rules)
Project Ocean pastes (Sunken ships for players to explore)
Redesign of the Fishing Village
