Lower to punishments for the Law 15.7

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "Sign Abuse Reform Act ".
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Representative Th0re_
(4) This Act has been co-sponsored by Representative AndreyMia

2 - Purpose
(1) The purpose of this bill is to lower the punishments of Sign Abuse, and
(2) To let newer players learn the rules better, and
(3) Not take away money of new players, for something they didn’t knew

3 - Reasons
(1) A lot of new players click the call-out signs, especially the doctor-sign, but don’t need medical treatment, because they may just have a question or want to become a doctor themselves
(2) New players are not familiar with every law of Redmont, we should not punish new players for something, and take away money from them, for something they may not know and that didn’t cause a big loss.
(3) The Law “15.7 Sign Abuse” can be found quite far down in the “Rules & Laws” Section “Miscellaneous Laws”, which means that you’d have to have a good knowledge or experience of the Laws to find it.
(4) If we want newer players to enjoy their visit and let them learn this law, we should not Fine them at their First Offence, but rather explain the Law to them.

4 - Replace “15.7 - Sign Abuse
The frivolous use of a government service sign, such as, but not limited to, the doctor call-out sign, the ranger call-out sign, and the tour guide call-out sign.
First Offence: $40 Fine
Second Offence: $80 Fine
Third Offence: $200 Fine + 15 Minutes Jail

With “15.7 - Sign Abuse
The frivolous use of a government service sign, such as, but not limited to, the doctor call-out sign, the ranger call-out sign, and the tour guide call-out sign.
First Offence : Verbal Warning

Second Offence : $40 Fine
Third Offence : $80 Fine

Fourth and further Offences : $200 Fine + 10 Minutes of Jail time

Nay - no one ever records verbal warnings so they get heaps of first offence punishments

A point was raised by Representative xEndeavour that I agree with, I will inform the departments to look out for such when monitoring sign abuse.
