CONGRESS OF THE
COMMONWEALTH OF REDMONT
A BILL TO
AMEND THE CONSTITUTION
AMEND THE CONSTITUTION
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
PART I – PRELIMINARIES
1. Short Title and Enactment
(1) This Act may be cited as the “Server Citizen Referendum Act” or the “SCRA”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by unalign.
(4) This Act has been co-sponsored by EmeraldGuuy.
2. Reasons and Intent
(1) Owner override is unacceptable in a democratic system and should be replaced for a Owner request for referendum, if the Owners don’t accept this for legal liability, they shall leave.
(2) Rename Owner to Server Manager reflecting that they own the profits from the shop sales and manager the server, but ultimately the government is owned by the people.
(3) Ensure ownership of the government for the people.
PART II – AMENDMENT
(1) Part VII(38) and (39) of the Constitution shall be amended as follows:
PART VII - STAFF RELATIONSHIP WITH GOVERNMENT
37. Staff & Government
Network Leadership and the Server Manager are the only bridging between Staff and Government.

38. Server Manager Citizen Referendum
(1) For the Benefit of the server, Network Staff/Server Manager retain the reserve power to completely override any Government decision.
(2) The Network Staff/Server Manager will communicate this override through the President where possible.
(3) Staff override cannot be overturned, however, the Network Staff/Server Manager will work with the President to seek an alternative option.
(1) For the Benefit of the server, Network Staff/Server Manager reserves the power to open a Server Manager Citizen Referendum for a Government decision.
(4)(2) Network Staff/Server Manager will advise the President where requested and or give input into the country’s efficient running and staff workload.
39. Dissolution of a Presidential Administration
The Network Staff/Server Manager can dissolve a Presidential administration and trigger a subsequent election.
The Network Staff/Server Manager can open a Server Manager Citizen Referendum that lasts 48h to dissolve the Presidential administration and trigger a subsequent election.
40. Server Manager Citizen Referendum Rules
(1) The Network Staff/Server Manager will announce and open a citizen referendum that lasts 48h. If a super majority of 2/3 of voting citizens approve the Government decision or current Presidential administration, the Server Managers must accept the democratic mandate.
(2) In the event that the Server Managers refuse to accept the result of the referendum and override the decision, all Government Departments shall be immediately shut down and dissolved, and all laws of the Commonwealth of Redmont shall be rendered entirely void.
(3) Should this Amendment be vetoed, deleted, or overridden by the Server Managers at any point during its passage, or after its enactment, all Government Departments shall be immediately shut down and all laws of the Commonwealth of Redmont shall be rendered entirely void.
41. Alternative to Compliance
In case that the Network Staff/Server Manager find themselves unable or unwilling to operate the Commonwealth of Redmont democratically as desired by its citizens, they are highly encouraged to sell or transfer ownership of the server to someone who will.
