Better Handle New Player Murders and New Player Murderers

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress, do hereby formally enact this non-binding resolution, as a request to our Government:

1 - Short Title

(1) This Resolution may be cited as the 'Resolution to Better Handle New Player Murders and New Player Murderers'

(2) This Resolution has been authored by: Speaker Multiman155

(3) This Resolution has been co-sponsored by: Rep. Girlfailcoded

2 - Reasons

(1) Murders are disruptive to the flow of gameplay in a city. Being murdered is unpleasant, and sufficient deterrence against murders must exist.
(2) Murders are often particularly distressing to new players and may cause them undue frustration. Our goal should be to create a smooth onboarding experience for new players in hopes that they stay.
(3) On the other hand, several new players have come to the sever and begun engaging in mass murder quite quickly. If one's goal is to come in shoot up the server, and leave, no murder law will be sufficient to deter this behavior.
(4) There is currently a plugin called "ANewbie", which allows for protection of new players from attacks by other players. During this protection window, new players are also unable to murder others.
(5) By expanding this window, new players here in good faith would be protected as they get settled, and bad-faith mass-murder-and-leave-forever players would be mitigated.

3 - Call to Action
(1) The Congress calls for the default time for New Player Protection to be set to 2 hours.
