create rentable utility blocks

1- short title and enactment
(1) This act may be cited as the rentable utility blocks act
(2) this act should be enacted immediately upon its signage
(3) this act has been authored by Representative FTGWop
(4) this bill has been co sponsored by Senator Yeet_Boy

2- Reasons
(1) Too many new players do not have easy access to utility blocks
(2) It will help new players to be able to easier use utility blocks
(3) If new players can rent utility blocks it will be easier for them to create new items that they can sell for money

3- Terms
(1) Create a room under spawn that will have all utility blocks and you will be able to rent the utility blocks for 0 dollars per 1 minute.

(2) This is the blocks that this act will consider to be utility blocks
