Amend the Economic Standards Act

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Prune Unincorporated Businesses of Exiled Players Act'​
(2) This Act shall be enacted immediately upon its signage.​
(3) This Act has been authored by Secretary of the Interior winterwolf and edited by Representative girlfailcoded and Speaker Multiman155.​
(4) This Act has been sponsored by Representative girlfailcoded and co-sponsored by Speaker Multiman155​

2 - Reasons
(1) There are plenty of unused funds in business accounts held by permanently deported/banned players.​
(2) This bill seeks to allow these firms' names to be used by other players and to allow the government to prune the funds from these firms.​

3 - Amendment
(1) The Economic Standards Act shall be amended as follows:​
5 - Deported Player Assets
(1) Financial Assets:​
(a) All money/funds remaining in a Perm-Deported/Exiled permanently deported/banned player's balance, along with the entire balances of all unincorporated businesses solely owned by the player, will be transferred to the government balance via a prune by the Department of Commerce.​
(i) Permanently deported/banned players and their unincorporated businesses cannot be pruned until three months have passed since the date they were punished.
(b) The unincorporated business(s) solely owned by the permanently deported/banned player shall be de-registered from /db.
(c) Any creditors of the permanently deported/banned player and/or any unincorporated business owned by that player may open a ticket with the Department of Commerce. Upon validation of the debts owed to the creditor, the Department of Commerce shall use the pruned funds to pay off the balance of the debt, not exceeding the amount pruned from the corresponding player and/or business.
(2) Property/Plots:​
(a) All buildings/structures (including Structures of Historical significance) on Perm-Deported/Exiled players' plots will be evicted in accordance with eviction regulations. Any properties (plots) owned by a permanently deported/banned player, including Structures of Historical Significance, shall be evicted in accordance with the regulations established by the Department of Construction and Transportation.
(i) Permanently deported/banned players require no notice and can be evicted immediately.​

Aye - My issues with this process happening immediately have been fixed with the 3 months requirement, bill seems reasonable enough to manage permanently deported player's assets.
 
I don't particularly care enough on either side for this bill. Abstaining
 
Aye, players who have been removed from the server often hold quite a lot of funds that are effectively removed from circulation entirely upon their removal, this allows us to recollect a significant amount and help recirculate it within the economy of the server.

After rereading the bills contents I no longer "don't particularly care enough on either side for this bill."

The pruning of evicted players will bring dead money back to the government. I would support a version of this bill applied to Bank accounts but this is a good first step.

Edit : rewording this since its 2am my time, leaving old statement up for clarity

The pruning of evicted players DBs will help bring dead money back to the government. I believe a version improving this bill by allowing the DoC to prune bank accounts of evicted players should be considered in the near future but I see no need to stall the bill with an amendment.
