COMMONWEALTH OF REDMONT






A BILL TO

Amend the Constitution







The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:


PART I — PRELIMINARIES
1. Short Title and Enactment
(1) This Act may be cited as the ‘Presidential Succession Reform Act’
(2) This Act shall be enacted once it has been signed and the current presidential term has passed.
(3) This Act has been authored and reviewed by the WPR Legislation Committee.
(4) This Act has been sponsored by Rep. Kaiserin_ and co-sponsored by President of the Senate Talion77 and Sen. RylandW.
(5) This Act amends the Constitution of the Commonwealth of Redmont.

2. Reasons and Intent
(1) The constitution currently permits the Presidency to be assumed ad infinitum by Vice Presidents, including Vice Presidents appointed to office without having received a direct mandate from the electorate.
(2) The democratic legitimacy of the Presidency must be maintained by ensuring that only Presidents elected by the people assume office.

PART II — PROVISIONS

4. Amendments to the Constitution

(1) Sections 25 and 26 of the Constitution shall be amended as follows:

25. Election

(1) Voting System. Elections for the Presidency shall be conducted through a system of Instant-Runoff Voting.

(2) Presidential Requirements. In order to run for the office of President of Redmont, a citizen must meet these requirements:
  • Has 12 hours of active playtime in the last 30 days.
  • Has been 4 months since the player’s initial join date
  • Has accrued 300 hours of active playtime.
  • A Presidential candidate cannot be the previously elected President.
(3) Scheduled Presidential Administration Election Months. February, June, and October.

(4) Presidential Administration Term Duration. 4-month Term A presidential term shall be four months in duration, commencing on the 15th day of the electoral month.

(a) Where a special presidential election is held and 30 days or less remain until the next scheduled presidential election, the newly elected administration shall serve through both the upcoming electoral month and the subsequent term until the next presidential election, resulting in a maximum term length of five months.

(5) Ticket Formation. A Presidential candidate will choose and announce a running mate prior to the electoral ballot, to serve as Vice President. This is announced during their declaration.

26. Order of Succession

(1) Presidential Succession. In the event that the President is incapacitated, removed from office, or inactive for more than 7 days unannounced, the Vice President will assume the Presidency. executive authority as follows:

(a) where the Vice President was elected on the same ticket as the President, the Vice President will assume the Presidency;

(b) where the Vice President was appointed under § 27(1):

(i) the Vice President will serve as Acting President and preside over a caretaker executive administration; and

(ii) a special presidential election will be immediately triggered by law and facilitated by the Acting President.


(2) Dual Succession. If the Vice Presidency is vacant when § 26(1) is invoked: , the President of the Senate will temporarily assume a caretaker administration and will immediately facilitate a presidential election.

(a) the President of the Senate will, without forfeiting their Congressional role, preside over a caretaker executive administration; and

(b) a special presidential election will be immediately triggered by law and facilitated by the President of the Senate.


(a) The President of the Senate will maintain their role within Congress throughout this period.

(b) If 30 days or less remain, the newly elected administration will serve through the upcoming electoral month until the next presidential election. This results in a maximum term length of five months during a dual succession special election.
