COMMONWEALTH OF REDMONT






A BILL TO

REDUCE THE PLOT LIMIT







The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:


PART I — PRELIMINARIES

1. Short Title and Enactment


(1) This Act may be cited as the ‘Plot Limit Reallocation Act’

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Senator Smami and Representative malka

(4) This Act has been co-sponsored by Senator mesemi.

(5) This Act amends the following acts:

(a) Property Standards Act

2. Reasons and Intent

(1) The current limit is excessively high.


(2) A majority of the time, players with over 20 plots have several that are sitting around, doing nothing. These plots should be auctioned or sold so players may use and develop them.


PART II — AMENDMENT

3. Amendments



(1) Section 16 of the Property Standards Act shall be amended as follows:


16 - Plot Limitations
(1) Commercial Plots. A citizen may not own more than 30 18 commercial properties.
(2) Residential Plots. A citizen may not own more than 2 residential properties.
(3) Industrial Plots. A citizen may not own more than 2 industrial properties.
(4) Skyscraper Plots. A citizen may not own more than 6 skyscraper properties.
(5) Black Market Plots. A citizen may not own nor rent more than 1 black market property.
(6) Ranch Plots. A citizen may not own more than 1 ranch property.
(7) Farmland Plots. A citizen may not own nor rent more than 3 1 farmland property.
(8) Government Subsidized Commercial Spaces. A citizen may not own nor rent more than 2 of each type of Government Subsidized Commercial Space.
(9) Realtors. Any citizen with a Realtor job may exceed these limitations by 5 plots each:
(a) excluding BM, FR, and Government Commercial Spaces; and
(b) provided the plots exceeding these limitations are for the purpose of reselling the plot within 30 days of purchasing the plot.
(10) Plots located within towns are not subject to the above plot limits. Each town shall retain jurisdiction to create their own plot limits for plots located within their town.

(4) Transitional Provisions
(1) Individuals that are currently above the new, reduced plot limit upon the signage of this bill will be granted an exception to the plot limits. These individuals will not be allowed to acquire any new c-plots or rent any new f-plots until they once again are below the limit, at which point they will be subject to the same limit as prescribed by this law.

Aye - with the upcoming huge player boom, we need to reduce plot hoarding.

Note that all those who currently exceed the plot limitations can keep their plots but cannot buy anymore plots.
 

Presidential Assent


This bill has received Presidential assent and is hereby signed into law.

Reason: This Bill reduces how many commercial and farmland plots an individual can hold, down from 30 to 18, and 3 to 1 respectively. Representative ToadKing provided data on plot ownership from around when this Bill was proposed here, which shows ~18 unique players will have to reduce their plot holdings.

It is my belief that very few citizens with close to 30 commercial plots actively use these plots for a commercial purpose. Affected citizens will not be able to acquire any more plots until they fall below the new limits, which should provide said individuals ample time to reduce their holdings.

That said, evidence suggests this policy may not be effective in the long run as it is evadable by asking other citizens to hold plots on one's behalf.

Hopefully, with the new plot history command, and penalties I assented to earlier in my term, they will successfully deter such behaviour. The impact of this policy regardless, will be studied in the future.
