To

Protect pets and establish private animal shelters.​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the Constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Pet Freedom Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This bill has been authored by Representative TheReal42Person.
(4) This Act has been co-sponsored by Representative XaviersKarma and Representative HiPerb.
(5) This bill was approved by Interior Secretary QuazyOneAndOnly.

2 - Reasons
(1) You currently have a limit to how many animals you can have following you.
(2) Only the government has an animal shelter.
(3) Animal crime fines are too low.
(4) Private animal shelters would create a new area in the economy.

3 - Repealed Acts
(1) The Pet Limitation Act (DemonFire256) shall be repealed.
(a) The other Pet Limitation Act (ElainaThomas29) shall also be repealed.

4 - Amend the Animal & Pet Offences Act as follows:
(1) “(1) Animal Abandonment (Original: A__C - Apr 24, 2022)
(i) Classification: Summary Criminal Offense
The act of leaving an animal in an area without the consent of the property owner or leaving an animal on the streets of a city/town.
Per Offense: $100 Fine + animal to be taken to the public shelter by the DOI.”

(2) “(2) Animal Murder (Original: LilDigiVert - Feb 4, 2021)
(i) Classification: Summary Criminal Offense
The act of killing a citizen's animal without consent.
Per Offense: $100 Fine + 5 Minutes Jail Time
Per Offense: $250 Fine + 5 Minutes Jail Time (fine is to be paid to the owner of the pet)

(3) “(5) Shelter Animal Murder (Original: Icypenguin79 - Feb 12, 2021)
(i) Classification: Summary Criminal Offense
The act of murdering a shelter animal. The act of murdering an animal kept in any DOI or private shelter.
Per Offense: $100 $250 Fine + 5 Minutes Jail Time”

5 - Private Shelters
(1) To legally operate as an animal shelter, it must be registered on the forums.
(2) Animal shelters may only be operated on a commercial plot.
(a) Each animal must have enough space, defined in the Animal & Pet Offences Act.
(3) Private shelters have the following abilities:
(a) Sell any pet type, as long as it is not already owned,
(b) Buy pets from players,
(c) Provide care for animals if a player is away or unable to care for the pet,
(d) Collect farm animals from the city for selling.
(4) Private shelters cannot:
(a) Capture players’ pets,
(b) Sell pets to the DOI shelters,
(c) Murder a players’ pet,
(d) Break any laws surrounding pets or animals.
(5) In order to have other players gain ownership, the owner of the shelter should contact the DOI and ask them to free the animals at the shelter.
(a) In order to protect the animals, the shelter must not allow players to harm them. They should be in an enclosed, private area.

6 - Regulation of Private Shelters
(1) The Department of the Interior (DOI) is responsible for enforcing laws and policies at a private shelter.
(2) The DOI will give citations along with the appropriate fines and jail time.
(a) If a shelter receives three citations, the DOC will be responsible for disbanding/deregistering the shelter.
(b) If a shelter is disbanded, they can re-apply 14 days later.
(3) The DOI shelter will still function as usual, operated by Rangers.
(4) Normal players will not be granted the abilities that Rangers have, such as lifting animals, changing pet owners, or teleporting.
(5) The DOI may search any shelter for violations.
