PROVIDE BETTER PAY TO JUDICIAL OFFICERS

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:


PART I — PRELIMINARIES

1. Short Title and Enactment

(1) This Act may be cited as the ‘Pay the JOs Act’

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by CreeperTD.

(4) This Act has been sponsored by Speaker HatManMC.

(5) This Act has been co-sponsored by Representative rhein_FM.

(6) This Act amends the following acts:

(a) Redmont Economic Standards Act

2. Reasons and Intent

(1) The Courts of Redmont remain overridden by many more court cases than it can reasonably handle, while at the same time not having enough Judicial Officers to fill all its available positions.

(2) The pay for caseloading for Judicial Officers has remained unchanged since the policy for payments for caseloading was first set out in statute in May of 2026, weeks before the wave of new players began, and the dockets became overbloated.

(3) To help retain the current judicial officers, who are experts in their field and irreplaceable, and to entice new judicial officers to show interest in taking positions on the bench, the Commonwealth should increase the pay for the vital work undertaken by its courts.

PART II — AMENDMENTS

3. Amendments to the Redmont Economic Standards Act

(1) The table in Part IV, §10 of the RESA shall be amended as follows:

The Pay the JOs Act amends the case loading table in Part IV, §10 of the Redmont Economic Standards Act. The daily rate per case rises from $800 to $900 for Justices, from $600 to $700 for Judges, and from $400 to $450 for Magistrates. The notes column, including the seven day recess allowance and the half rate thereafter, is untouched. The reasoning is sound. The dockets are far heavier than they were when these figures were set in May, the bench is short of officers, and case loading pay is the one part of judicial remuneration that tracks the work actually done. Raising it rewards the officers who are clearing cases and gives the Commonwealth something to offer the people it needs to recruit.

I record the following for Congress and for the Office of Congressional Affairs. These are not conditions of my assent.

1. The Bill amends only the three case loading rows of the §10 table. Every other row of that table, and every other provision of the RESA, continues to read as it does today. The Office of Congressional Affairs should update the three amounts in place and leave the remainder of the table as enacted.

2. The new rates apply to days of presiding from the date of this assent onward. Nothing in the Bill makes them retrospective, and days already accrued at the old rates are paid at the old rates.

3. The increase is a commission, not a wage. It costs the Commonwealth nothing on a day no case is heard, and it costs more as the courts clear more. That is the right shape for a spending increase in the current fiscal position, and I would rather Congress spend on throughput than on standing pay. The incoming administration should carry the increase in its budgeting from this pay period and keep an eye on the docket figures, since the cost of this Act rises with them.

4. Pay alone will not fill the bench. Congress and the Executive should keep working on the pipeline into the judiciary, including the legal exams, so that the officers this Act is meant to attract have a route to the positions it pays for.

Accordingly, I assent to this Bill, and it is enacted as law.
