Amend the Aventura Constitution​

BE IT ENACTED by the Mayor and Council of Aventura:

1 - Preamble
(1) This Act may be cited as the 'Passport Requirement Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Deputy Mayor Venne Montclair.

2 - Reasons
(1) Federal law does not require passports to run as a candidate in town elections.
(2) Requiring a passport would be prudent to prevent identity and election fraud.
(3) Additionally adding the requirement to hold a passport in order to vote to the Aventura Constitution improves the clarity and readability of the Constitution.

3 - Amendments
(1) Article III, Section II of the Aventura Constitution is amended as follows:

"
Section II - Candidacy and Voting Requirements
(1) Candidates running for the Offices of Mayor and Deputy Mayor must meet the following requirements and maintain them throughout their term:
  • Holds a valid passport issued by the Department of State;
  • Has been 1 month since the player’s initial join date;
  • Has accrued 48 hours of total playtime;
  • Has accrued 12 hours of active playtime within the last 30 days;
  • Has residency in the Town of Aventura; and
  • May only hold one elected position in the town at any time.

(2) Candidates running for a Council position must meet the following requirements and maintain them throughout their term:
  • Holds a valid passport issued by the Department of State;
  • Has been 1 month since the player’s initial join date;
  • Has accrued 48 hours of total playtime;
  • Has accrued 12 hours of active playtime within the last 30 days;
  • Has residency in the Town of Aventura; and
  • May only hold one elected position in the town at any time.

(3) All Voters must meet the following requirements to vote in town elections and referendums:
  • Holds a valid passport issued by the Department of State;
  • Has accrued 6 hours of active playtime within the last 30 days;
  • Has residency in the Town of Aventura.

Pursuant to Article II, Section IV of the Constitution, Constitutional amendments do not require mayoral assent. As such, this Act is hereby enacted.
