Article I - The Executive

The Executive of Aventura, named The Town Council, shall consist of the Mayor, the Deputy Mayor, the Advisors, and Local representatives.

The Mayor shall have the power to veto any bill passed by the Town Assembly. If the Mayor does not exercise veto powers in three days, then the Deputy Mayor may have the power to veto the bill. Once a bill is vetoed, a bill of similar nature may not be proposed again for 14 days.

The Mayor shall have the power to appoint and fire any of the five Councilors in the Town Council.

The Mayor shall have the power to fire any member of the Town Government.

The Departmental Advisors and The Deputy Mayor derive their executive power from The Mayor.


The Mayor:

The Mayor shall have the power to veto any bill passed by the Town Assembly. If a bill is vetoed by the Mayor, one of a similar nature may not be proposed again for 14 days or sooner without the approval of the Mayor.

The Mayor shall have the power to appoint and remove any member of the Town Government.

The Mayor can override the decisions made by the Deputy Mayor and the Departmental Advisors.

The Mayor can unilaterally amend bylaws and the Aventura Constitution. The Deputy Mayor and Departmental Councilors may override any decision with a unanimous motion.


The Deputy Mayor:

The Deputy Mayor has the power to veto only if the Mayor has not used their veto power within 3 days of a bill being passed by the Town Assembly.

The Deputy Mayor has the power to chair committees with Departmental Advisors to create projects within Aventura as long as they have notified the Mayor.

The Deputy Mayor has the power to appoint a member to the Town Council if there has been an open seat for a period greater than three weeks.

The Deputy Mayor has the power to fill in as acting Mayor in the event that the Mayor must take a prolonged absence. During this time, the Deputy Mayor may exercise all mayoral duties except amendments to the Aventura Constitution.


Departmental Councilors:

Departmental Councilors are the administrative body of Aventura, that make up the Town Assembly. They are expected to be online and assisting with the busy work of the town. They are appointed by the Mayor. If they have not been online or on the forums in two weeks, their position will automatically become vacant.

Office of Commerce: The Commerce Councilor shall be in charge of the Office of Commerce. They shall be responsible for overseeing the treasury and setting the town’s budget. They can set taxes with approval from the Town Council.

Office of Urban Development: The Urban Development Councilor shall be in charge of the Office of Urban Development. They are responsible for the town’s expansion, infrastructure, and existing plots. They have the right to evict someone from their property and any property changes must be approved by either them or the mayor.

Office of Tourism and Culture: The Tourism and Culture Councilor shall be in charge of the Office of Tourism and Culture. They are responsible for overseeing the town’s heritage. They shall look after the people and make sure they know where everything is. Additionally, they shall be in charge of events. They shall also have the power to advise ways to keep Aventura thematically true to its core as a bustling fishing town/community.

Office of the Chief Counsel: The Chief Counsel shall be a Departmental Councilor level position and shall be in charge of the Office of the Chief Counsel. They are responsible for overseeing the Town’s Legal System. They are to make sure that the town abides by Federal Law while crafting its bylaws. They are the Town’s District Attorney and prosecuting authority within the Redmont Federal Court System.

Office of Administration: The Chief of Staff shall be a Departmental Councilor level position and shall be in charge of the Office of Administration. They are responsible for overseeing the Town’s Discord operations. They are responsible for overseeing the Town’s Residentiary System.



Article II – The Legislature

The Legislature of Aventura, named the Town Assembly, shall consist of a single, unicameral legislature which shall consist of the Departmental Advisors, the Deputy Mayor, and the Mayor as voting members of the Town Assembly.

The Town Assembly shall have the power to author, propose, and pass laws of any topic through a majority of its members with the only stipulations that such legislation may not conflict with laws passed by the Federal Government of Redmont. Any bill which intends to modify this Constitution must abide by the process outlined in Article V. All laws passed by The Town Assembly will be known as Bylaws and are placed in the Bylaw section beneath the constitution.

Additionally, any resident of Aventura may author legislation and petition the Town Assembly to consider it. The means by which the Town Assembly will consider legislation proposed to it through petition shall be established through law outside the Constitution.

Voting in the Town Assembly is tied to membership, not office holders. Therefore if any person holds two seats within the Town Council, they may only have one vote on legislation within the Town Assembly. Bylaws only need simple majorities, as decided after 48 hours of the bill being proposed, to pass the Town Assembly. Bylaws only come into effect when they are signed by the Mayor or Deputy Mayor.



Article III – Elections

The Town of Aventura shall have elections once every six months for the Mayor position.

Mayoral candidates must outline their intended Department Councilor appointees in their declaration statement.

Mayoral elections shall be decided on May 5th and November 5th.

Declarations shall open starting on the 1st of May/November for 72 hours, and voting shall be open for 48 hours starting on the 3rd of May/November.

All candidates must have Aventura residency or own property within the Town.

All candidates must have a minimum of 6 hours of active playtime in the previous 30 days.

Voters may have residency for any town/city. There is no playtime requirement for voters.

The elections shall be overseen by the Department of State.



Article IV – Relationship to Reveille

Aventura operates in a federalistic relationship with the State of Redmont. All laws passed by the Federal Government of Redmont are to be binding and enforceable within the bounds of Aventura. However, Aventura will pass local ordinances known as “Bylaws”.

Bylaws are local laws that shall not conflict with federal law but supplement it. Bylaws can also cover law that does not exist in the federal system however Federal Law can supersede it when it is created.



Article V – Amendments to this Constitution

Any bill which seeks to modify this Constitution must receive unanimous consent from all Town Council members who voted within 48 hours of the bill being proposed or unilateral Mayoral consent. The bill must also be signed by either the Mayor or the Deputy Mayor.
