Amend the Constitution​

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Partial Direct Democracy Amendment”.
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
(1) Direct Democracy is the single greatest way to protect the interests of the people, but it can be slow and create a tyranny of the majority. A blend of direct and representative democracy will create a state that is both democratic and efficient.

3 - Terms
(1) The existing Legislative branch is abolished.
(2) A new, unicameral Congress shall be created, consisting of 15 members. All Representatives and Senators directly before the passage of this act shall become Representatives.
(3) The Legislature shall be composed of three Estates: The President, The Congress, and The People. Each Estate shall be granted 1 vote on all legislation unless otherwise specified within this Constitution. Any bill, unless otherwise specified within this constitution, becomes law immediately upon reaching one of the following scenarios:
(a) 3 Aye votes from any combination of Estates.
(b) 2 Aye votes, one from the People and one from either the President or the Congress.
(c) 2 Aye votes, one from the President and one from the Congress and fewer than 2 Nay votes from the People. Such a scenario may not be met until the referendum has concluded.
(4) The President may vote Aye, Nay, or Abstain on any bill. This decision is made unilaterally by the sitting President.
(5) The Congress may vote Aye, Nay, or Abstain on any bill. The Parliament shall internally determine how its vote will be determined in the Standing Orders. The Standing Orders are internally voted on by The Parliament and do not require consent of the other Estates but require a majority of The Parliament’s support to pass. Unless otherwise stated in the Standing Orders, the Vice President shall preside.
(6) The People may vote Aye, Nay, or Abstain on any bill via referendum. The People’s vote shall be that of the majority determined in referendum. The People shall be granted a second vote in the event that a ⅔ majority is met. The People shall be granted a third vote in the event that a ¾ majority is met. If no majority is met, The People shall cast a vote of Abstain.
(7) Any person may propose a bill on the forums. The bill will be opened either at the time of the Sponsor’s choosing or when either the President or the Parliament vote on such bill, whichever comes first. The referendum shall last for 72 hours after its opening.
(8) Special Motions:
(a) Motion to Dissolve Congress is a motion that may be proposed by any person and would require 3 votes to pass. In the event that such a motion passes, the entire Parliament shall become vacant and elections shall be held immediately. Those elected to fill the vacancies will only serve the remainder of the term, no matter how short that might be.
(b) Motion of No Confidence is a motion that could remove the President or a Representative from office before the end of their term and would require 3 votes to pass.
(c) Constitutional Amendments are any bill which seeks to amend this Constitution. Any such bill would require 3 votes to pass.
(9) In the event that there is a vacancy in the Congress, it will not be filled except via public election.
(10) The President and the Executive’s constituent departments may not institute policy which conflicts with law.
