create the papancy of redmont
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Papancy Act'.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Plura72.
2 - Reasons
(1) The Commonwealth of Redmont currently lacks an official Papacy
(2) The establishment of a Papacy will address this absence and provide a recognized spiritual and cultural institution.
(3) The creation of this office acknowledges the traditional importance of papal leadership and its value in strengthening the unity, identity, and heritage of Redmont.
3 - Establishment and Powers of the Papacy
(1) Creation of the Office
(a) There is hereby established the office of the Pope of Redmont, hereinafter referred to as “the Pope.”
(b) The Pope shall serve as the recognized spiritual and cultural leader of the Commonwealth of Redmont.
(2) Powers and Responsibilities
The Pope shall have the authority to:
(a) Preside over and represent the Papacy of Redmont in official and ceremonial functions.
(b) Promote moral, cultural, and spiritual guidance to the People of the Commonwealth.
(c) Issue symbolic proclamations and blessings in the name of the Papacy.
(d) Establish and oversee institutions, orders, or councils associated with the Papacy, subject to the laws of the Commonwealth.
(e) Serve as custodian of traditions, heritage, and values associated with the Papacy.
(f) Excommunicate individuals in spiritual form.
(3) Limitations
(a) All actions of the Pope shall remain symbolic, cultural, or spiritual in nature and shall not supersede the constitutional authority of Congress or the Government of Redmont.
(4) First pope of Redmont and future popes
(a) The first pope of redmont herein refered to "Pope Benedict XVII" shall be Mask3D_Wolf.
(b) Future popes shall be elected by the cardinals in a simple majority.
(c) 3 cardinals shall be appointed by the pope, serving for life unless resigned.
