Protect Plots that are being designed in creative mode from Eviction

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1-Short Title and Enactment
(1) This Act shall be cited as the “Creative Plot Protection Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been inspired by an idea of Vroomba.
(4) This Act is authored and proposed by Representative Freeze28.
(5) This Act is cosponsored by Representative Wetc.

2-Reasons
(1) Many builds go through the following process: the building is built in another world in creative mode and later pasted in by staff. While the building is progressing steadily off-world, the plot that it will later be pasted into shows no signs of progress, and could therefore be subject to eviction.
(2) This Bill shall prevent eviction from plots where progress is being made, just not visible because it is being made off-world.

3-New Law
(1) In the case of a build being designed and built off-world, proof of progress for the plot shall be provided in the form of screenshots of the off-world project. This form of proof of progress shall be equal to all other forms of proof of progress.

I like the idea, but nay because the DCT Secretary said no.

Nay - the timelines to resolve reports are generous. Judging progress via pictures would be difficult and can be manipulated.
