MAKE A DEPUTY DIRECTOR FOR THE OCA​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I - PRELIMINARIES

1. Short Title and Enactment
(1) This Act may be cited as the ‘OCA Deputy Act’

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Representative _GreyMC.

(4) This Act has been co-sponsored by Senator ElegantAlly

(5) This Act amends the following:

(a) Legislative Standards Act
(b) Economic Standards Act

2. Reasons and Intent
(1) The OCA is growing after the Jaron Wave and simply needs more leadership to encourage activity and deal with the problems of the strike. This act will add a Deputy Director of Legislative Affairs.

(2) The DLA is not paid per the ESA, and takes the same payment as other congressional staff. This gives the DLA, and new DDLA, a payment spot on the ESA.

PART II - AMENDMENTS

3. Legislative Standards Act
(1) Section §5 of the Legislative Standards Act shall be amended as follows:
(5) The members of the Office will be referred to as 'Congressional Staff':

(a) Director of Legislative Affairs (DLA) - Presiding Officer's delegate in the management and coordination of the Office. This position is limited to one qualified attorney.

(b) Deputy Director of Legislative Affairs (DDLA) - DLA's pick in assisting the DLA with their duties. Permissions must be expressly delegated to the DDLA, and can be removed by the DLA or by a motion of removal at any time. This position is limited to one qualified attorney, and does not need approval from Congress.
(i) The DDLA is not subject to any of the conflict of interest requirements that the DLA has, except for preventions from being Congress, unless the requirement comes from the clerk or draftsman role.

(c) Clerks - Responsible for OCA administrative functions and the facilitation of the Congressional Process under the guidance of the Presiding Officers.

(d) Draftsman - Responsible for legislative procedure, research, providing impartial advice to Members of Congress upon request, and drafting legislation upon request.

4. Economic Standards Act
(1) Section §3(c) of the Economic Standards Act shall be amended as follows:

(c) Assignment of positions to salary levels may be raised or lowered outside of the responsibility descriptor when taking into account required in-game activity, relative workload compared to other public service positions, leadership and institutional responsibilities, necessary skills, demand, receipt of commission, and the level of public scrutiny.
