To
Define, Amend and formally create laws applicable to auctions.
The citizens of Oakridge, through their elected Representatives in the Town-Council and the force of law ordained to that Town-Council by the people through the constitution of Oakridge, do hereby enact the following provisions into the by-laws:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Oakridge Town Auction Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by: Dino_Girl19

2 - Reasons
(1) To amend Revised Omnibus Agenda Act.
(2) Add proper procedure for when a player breaks the contract to the town.
(3) To amend the Oakridge Building Regulations
(4) Repeal the Emergency Auction Act.
(5) To simplify Auctions altogether within a single act – easier to find information and read. To comply and satisfy the DOJ and provide auctions without putting national security at risk.
3 – Amendments
The Revised Omnibus Agenda Act is to be amended as follows:
1 - New Player Definitions
(1) For the purposes of this act, "New Player(s)" is to be defined as follows:
(1) Any auction held by the Office of Residence, may at the discretion of the Office Head of Residence, be exclusive to New Players.
(2) For the purposes of this act, "New Player(s)" is to be defined as follows: Any person that has joined in the last 1 month, at time of the auction starting, does not already own an Oakridge plot, and has not previously won an Oakridge auction.
(a) "Joined" is to mean "joindate".
(b) This is to be done with full days. If it is posted on the 20th of any given month, any person who joined on the 20th of the last month or later, regardless of hour and minute, is to be counted as a New Player.
(c) This includes people who joined after the start of the auction.
(d) The date they joined is to be determined by using /about, /playtime, or any future equivelant commands, and check their joindate.
(2) Any person that does not fit the category of "New Player" is not allowed to bid on these auctions.
(4) You may only have active bids on 1 new player auction at a time.
4 - Oakridge Auction Act
1 - Definitions
(1) Bids for Oakridge auctions are:

(1) The Town Eviction Tax is set to 100%.
(3) The winning bidder has 7 days from the end of the auction to ensure sufficient funds are available in their balance
(4) If ownership of a won auction has not been transferred to the winner within 14 days of the auction ending, the final purchase price will automatically receive a 20% discount.
3 - Punishment
(1) When an auction is complete and a winner is declared; it is within the winning bidder’s duty to pay as the bids are legally binding.

5 - New Player Auctions(1) Any auction held by the Office of Residence, may at the discretion of the Office Head of Residence, be exclusive to New Players.
(2) For the purposes of this act, "New Player(s)" is to be defined as follows: Any person that has joined in the last 1 month, at time of the auction starting, does not already own an Oakridge plot, and has not previously won an Oakridge auction.
(a) "Joined" is to mean "joindate".
(b) This is to be done with full days. If it is posted on the 20th of any given month, any person who joined on the 20th of the last month or later, regardless of hour and minute, is to be counted as a New Player.
(c) This includes people who joined after the start of the auction.

(2) Any person that does not fit the category of "New Player" is not allowed to bid on these auctions.
(a) Their bids may be disqualified by the Mayor, Head of Residence and Deputy Head of Residence.
(3) By winning a New Player Auction, the winner enters a contract with the Town of Oakridge to not sell, or otherwise transfer the plot in question, until 3 weeks after winning the plot.(a) This is on pain of 2 times the base prize of the plot at the auction, the amount gained from the resale of the plot, the winning bid's value at the new player auction, and $10000.
(i) If the owner of the new player auctioned plot is not the winning new player, the town will open a ticket to the auction winner and inquire the value of the resale to calculate the fine’s full and final amount.
(ii) When the winner does not possess the full amount, the available amount from the auction winner will be fined and the remaining amount will be fined at a later date when it is available from the winner.
(4) You may only have active bids on 1 new player auction at a time.
4 - Oakridge Auction Act
1 - Definitions
(1) Bids for Oakridge auctions are:
(a) legally binding; and,
(b) valid only if its value is clear and unambiguous; and,
(c) assumed to be in Redmontian Dollars.
(2) "Town Auction proceeds" or simply "Proceeds", is to be defined as: The money that the auction winner paid to win the auction.2 - Handling of Proceeds
(1) The Town Eviction Tax is set to 100%.
(a) This is to be regardless of the type of plot up for auction, previous ownership, or other factors.
(2) This is to be collected by the Mayor as a fine and transferred to the DCGovernmentOR.(3) The winning bidder has 7 days from the end of the auction to ensure sufficient funds are available in their balance
(a) The winning bidder may request one extension of up to 2 days, subject to the approval of the Head of Residence or Mayor.
(4) If ownership of a won auction has not been transferred to the winner within 14 days of the auction ending, the final purchase price will automatically receive a 20% discount.
3 - Punishment
(1) When an auction is complete and a winner is declared; it is within the winning bidder’s duty to pay as the bids are legally binding.
(a) If the winning bidder fails to provide payment within the required time, the mayor may:
(i) Receive a $1k fine and 14-day ban from town auctions; and,
(ii) Award the plot to the next highest valid bidder; or
(iii) Cancel the auction entirely.
