Establish A Non PvP for Newcomers Act

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Non PvP for Newcomers Act”.
(2) This Act shall be enacted immediately upon its signage.

2- Non PvP
(1) The player can’t hit any other player for 24 hours in the server.
(2) When this is not possible for staff, the punishment on hitting people will be: a fine of 150 dollars.

Vetoed - A complex change which would take away from the role play aspect of the server.

There are other means to curb killing than interrupting game mechanics. After looking at police reports, it's also regular players committing these murder offences. It would take away from the role of police, therefore Congress should look towards other avenues.
