Prevent Loopholes of New Player Fraud

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "New Player Fraud Clarification Act"
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Rep. zLost
(4) This Act has been co-sponsored by Sen. Yeet_Boy

2 - Reasons

(1) The potential for fraudulent activity targeting new players may be exploited through a loophole, where a player offers an item for sale at a chest shop for a significantly inflated price, and then asks a new player to purchase said item. In the event that the new player buys the item, the seller could potentially argue that the exchange was lawful on the grounds that the new player received an item in exchange for their payment.

3 - Amend section 8.8 of White-Collar Crackdown Act

From:

(8) New Player Fraud shall be defined as "If a player tries to get another player to pay them their starting balance or a portion of it without any reasonable justification or any service or item in return, within the affected players first 12 hours of playtime.

To:

(8) New Player Fraud shall be defined as "If a player tries to get another player to pay them their starting balance or a portion of it without any reasonable justification or any service or item sold at a price not higher than 50$ of its CPI value, excluding vehicles in return, within the affected players first 12 hours of playtime.
