To establish the groundwork for "New Hamilton" to develop as a potential independent nation.


The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:



1 - Short Title and Enactment
(1) This Act may be cited as the 'New Hamilton Land Establishment Act'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Unseatedduke1.
(4) This Act has been co-sponsored by v__d.



2 - Reasons
(1) The establishment of "New Hamilton" presents an opportunity for the Commonwealth of Redmont to expand its territorial boundaries and promote regional development.
(2) By laying the groundwork for the development of New Hamilton, we aim to foster economic growth, enhance infrastructure, and provide new opportunities for Server Players.

3- Establishment
(1) Upon the successful acquisition and surveying of the new land, referred to as "New Hamilton," and now integrated into the territorial boundaries of the Commonwealth of Redmont, the establishment of this new settlement is authorized.
(2) New Hamilton shall operate under the laws, regulations, and administrative procedures of the Commonwealth of Redmont, with any specific provisions outlined in this bill taking precedence.
(3) Naming conventions for aerial locations and natural landmarks within New Hamilton will be determined by the New Hamilton Council.
(4) The flag of New Hamilton shall be designed through a public contest facilitated by the Department of Public Affairs, with flag requirements set by the New Hamilton council.

4 - Governance of New Hamilton
(1) New Hamilton shall consist of any individual choosing to reside within its borders.
(i) A "residing individual" is defined as one who declares their residence in New Hamilton.
(ii) Residents declare their affiliation with New Hamilton by self-assigning a designated Discord Role.
(iii) This definition shall apply throughout the entirety of this bill.
(2) New Hamilton shall establish a Council of seven members, vested with all responsibilities outlined in this legislation. (Referred to as NH council)
(3) The Council shall be overseen by an internally elected Chairperson, who shall bear all responsibilities as stipulated by this legislation.

5 - Internal Structure
(1) The Council:
(a) New Hamilton shall be structured around a council, a central body composed of seven members, each of whom shall be appointed by the President and subject to confirmation by the Senate.
(b) The council will serve a temporary four month appointment period
(c) The Council shall reflect a diverse range of expertise, backgrounds, and perspectives, ensuring comprehensive decision-making.
(2) The Council shall be tasked with the following duties:
(a) Drafting and passing a Parliamentary Constitution outlining the governing structure of New Hamilton.
(b) Writing and implementing regulations necessary for the orderly development, infrastructure, and governance of New Hamilton.
(c) Establishing administrative procedures for infrastructure development, land allocation, economic activities, and public services.
(d) Liaising with relevant Cabinet Departments and agencies of the Commonwealth of Redmont to ensure compliance with national laws and regulations.
(e) Providing regular reports and/or updates to the Office of the President regarding the progress, challenges, and achievements of the New Hamilton Project.


(3) Internal Governance Process:
(a) The selection of the NH Chair shall occur through an internal governance process. This process shall involve nomination by fellow council members, followed by debate, evaluation of qualifications, and a final election conducted by the entire council.
(4) The Chair:
(a) Within the council, one position shall be designated as “the New Hamilton Chair”
(b) The Chairperson shall be tasked with the following duties:
Maintain order within the Council
Voting on motions if, and only if, it is required elsewhere in this legislation or their vote is a tie-breaking vote
Act as Speaker of New Hamilton
(5) A council member may be removed from office should they be impeached by the House and removed from office by the Senate.
(6) Council Advisors
(a) One special advisor from each Redmont Department is authorized to assist the NH council in the establishment of New Hamilton.
(b) Special advisors, while providing invaluable advice and opinions on the Council's work, hold no voting power.
(6) Council members are prohibited from serving in any other branch of the Redmont Government.
(7) At the conclusion of the original four-month appointed term, the council shall assess New Hamilton's readiness for self-governance. This evaluation includes determining if New Hamilton is prepared to declare independence and adhere to a Parliamentary Constitution.
(i) If the council concludes that New Hamilton has not yet established sufficient grounds for independence, a new council shall be appointed for another four-month term by the President and confirmed by the Senate.
(ii) If the council concludes that New Hamilton is ready for self-governance, they shall declare independence from Redmont.
(iii) No matter the decision it shall be reached via a majority vote by the Council, including the chair, and approved by majority vote of the Redmont Senate.

6- Settlement & Infrastructure
(1) The development of land within the territory of New Hamilton shall prioritize both urban and rural areas, ensuring balanced and sustainable growth across the settlement, under the supervision of the New Hamilton Council.
(a) Urban Development:
i. Urban development shall focus on creating vibrant, livable communities equipped with essential infrastructure, amenities, and services.
ii. The New Hamilton Council shall designate suitable areas for urban expansion, taking into account factors such as accessibility, transportation networks, and economic opportunities.
iii. Infrastructure projects, including roads, utilities, and public facilities, shall be prioritized in urban areas to support residential, commercial, and industrial activities.
iv. Zoning regulations shall be established to guide the development of urban land, ensuring compatibility, sustainability, and the efficient use of space.
(2) The Commonwealth government shall allocate necessary resources and provide technical assistance to facilitate the construction and maintenance of essential infrastructure projects crucial for the development of New Hamilton. These projects include, but are not limited to, roads, bridges, plots, and public amenities.
(a) To bolster the workforce of the New Hamilton Project, Constructors and Rangers will be allocated from their respective Departments. These skilled personnel will contribute their expertise towards the successful realization and upkeep of essential infrastructure within New Hamilton.
(3) Following the completion of all relevant civic-urban development for New Hamilton, the Council shall proceed with the allocation and distribution of land in accordance with the following principles:
(a) Equitable access to land for residential, commercial, industrial, and agricultural purposes, based on community needs and development priorities.
(b) Sustainable land management practices that promote environmental stewardship, and the protection of natural beauty.
(c) Transparent and accountable procedures for land allocation, ensuring fairness, integrity, and public trust in the governance of New Hamilton.
(d) Continuous monitoring and evaluation of land use patterns, population growth trends, and socioeconomic dynamics to adapt allocation strategies and policies as needed.


7- Redmont Department Involvement
(1) Redmont's departments are authorized to provide resources and assistance as requested by the NH council to facilitate the establishment and governance of New Hamilton. This support may include but is not limited to financial assistance, personnel, expertise, and logistical support. The NH council may submit requests to relevant departments, outlining their specific needs, and departments shall endeavor to fulfill these requests in a timely manner, subject to resource availability and departmental capacity.


8- Accountability
(1) The Chairperson of New Hamiliton may be recalled by the council should a supermajority vote declares them as an unfit chair. A special election to fill the vacancy shall take place immediately within the council.
(2) A councilor of New Hamilton may be recalled by the other council members should at least supermajority including the chair agree to this removal. A special appointment by the President to fill the vacancy shall take place immediately.


9- Sunset Clause
(1) At the conclusion of the four-month appointment period, if the council declares independence from Redmont with approval from the Redmont Senate, this legislation shall expire, and the governance of New Hamilton shall fall under the authority of New Hamilton Law.
