BILL
To

Amend the Constitution

The people of the Commonwealth of Redmont, through their elected Representatives and Senators in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Mutual Oversight Amendment”.
(2) This Act shall be enacted immediately upon its signage.
(3) Authored by hugebob23456.
(4) Co-sponsored by awwimnicki0202 and Bubba_Tea_.

2 - Reasons
(1) As it stands, there exists no formal mechanism by which the Government can react to Staff intervention. While Staff intervention remains a necessary part of our server, there are times that the Staff can overstep. I recognize that the Staff must retain the final say, and as such the Government should hold only non-binding measures against the Staff. This is the next step on the path to a truly self-governing society.
(2) This will begin a system of “Mutual Oversight”, wherein the Government and the Staff provide oversight to one another. Of course, the Staff remain far more powerful under this system, as our society is not yet ready to fully self-govern.

3 - Constitutional Amendment
(1) “The Owner is the only bridging between Staff and Government.” shall be modified to “The Owner shall be the only Staff position which holds official power within the Government. All other Staff positions hold no direct power within the Government, nor do any Government positions hold direct power within the Staff.”

4 - Process (Regular Law)
(1) In the event that the Staff intervenes in the Government in any way, the House (by simple majority), the Senate (by simple majority), or the President may petition to hold a joint session between the Staff and Government to examine the decision.
(2) When any of the three bodies petition for such a session to occur, the House, Senate, and President (along with their Cabinet) shall all be invited to attend a session between them and the Administrator team, in the form of a joint text channel on Discord.
(3) The Government may question the Staff in any way relevant to the Staff Intervention that took place, including requesting specific vote tallies from Admin voting. The Staff may decline to answer any question in the interest of protecting the solidarity of Staff or ensuring the good function of the server.
(4) After such a session has been completed, either chamber of Congress, the entire Congress, and/or the President may publicly comment on the instance of Staff Intervention in any manner they wish, except that any information given to the Government explicitly specified to not be disclosed shall not be disclosed. Publicizing confidential information from the Staff team may result in disbarment from public office for not longer than one month, at the discretion of the Staff team.
